The Eastern Interconnection Planning Collaborative (EIPC) seeks to enhance transmission expansion plans by fostering coordination among 39 planning authorities across the Eastern Interconnection. Current efforts focus on refining existing regional planning processes and maintaining the momentum for approved projects. With a deadline for proposals approaching, stakeholder discussions aim to address interconnection studies and state funding. By collaborating with state representatives and engaging NARUC, the EIPC aims to secure funding from the Department of Energy (DOE) to support comprehensive resource assessment and transmission analysis.

Challenge and Opportunity • Challenge • Transmission expansion plans in the Eastern Interconnection are developed today and coordinated on a regional and super-regional basis … but not fully coordinated on an interconnection basis • Opportunity • A new process that builds upon existing regional planning …so projects that have already been approved will continue to completion
Status • 39 planning authorities engaged • All ISO/RTOs in the Eastern Interconnection • 2 Canadian planning authorities • Includes 9 planning authorities in Florida monitoring progress through FRCC • Developing draft proposals for over-arching process – EIPC stakeholder discussion in fall • Actively working with state representatives and NARUC to continue development of the EIPC process • Developing a proposal to DOE for funding

DOE Proposal Direction • Use EIPC concept and process • Roll-up of regional plans as starting point is fundamental • DOE effort a subset of potential EIPC activities - although will likely be the main focus during length of contract • Address ten Topic A requirements in the FOA • Steering Committee – 1/3 state reps • Interaction with Topic B work – energy zones + regional approaches
