  1. Agenda Item 4 (Committee Item E) June 9, 2008   Consideration Of The Grant Awards And The Imperial County Pilot Project For The Farm And Ranch Solid Waste Cleanup And Abatement Grant Program (Farm And Ranch Cleanup Account, FY 2007/08)

Farm And Ranch Grant Program • Farm And Ranch Grant Program • Established by SB 1330 (1997) and SB 1328 (2002); up to $1 million per year, split funded from IWM, Tire, and Oil Funds. • Continuous grant program with quarterly cycles; implementing regulations under 14 CCR Chap. 4.5; current Board grant criteria and process approved June 2006. • Up to $50K per site and $200K per public agency applicant per year to cleanup farm and ranch property where owners not responsible. • Eligible activities: removal of solid waste, tires, and HHW; site security (fencing, gates, signs); erosion control and restoration. • To date $4.83 million in 115 grants awarded. Important program to combat illegal dumping and address Strategic Directive SD-8.9. Agenda Item 4/E June 9, 2008  

  3. Grant Summary  (4th Cycle FY 2007/08) Total $455,265 ($570,696 available $115,431remaining)

  4. Imperial County New River Pilot Project • New River Collaborative to Combat Illegal Dumping • In cooperation with County, Board’s CHP aerial surveillance contract identified 47 new illegal dumping sites (March 2007). • New River Area model program (collaborative) to prevent and cleanup illegal dumping is part of Strategic Directive SD-8.9. • SD-8.9 report presented 12/07 (Board Item 13); includes pursuit of master agreement pilot project under Farm and Ranch Program. • Master Agreement Pilot Project • Board grant funds requested: $194,800 County to reimburse eligible property owners for approved cleanup costs (15 sites). • Master Grant Agreement requires final documentation to ensure all program criteria met to be signed off by Program Director, but not upfront in application as for a normal grant application.
