  2. Legislative basis Section 13(1) of Drugs, Poisons & Controlled Substances Act 1981 authorises who can obtain, possess, use, sell or supply Schedule 1 to 9. Regulation 5 specifies who is authorised to possess Shedule 4, 8 & 9. Section 14A allows the Minister to approve the list of drugs for each category Section 14A(2) allows for lists to be expressed in a number of ways
