The L.T.P. Partnership unites eight local authorities—Sefton, Knowsley, Liverpool, Wirral, Halton, Warrington, St. Helens, and Cheshire—to enhance children's services through shared knowledge and resources. Meeting every six weeks, directors collaborate on workforce reform, backed by a £12,000 annual contribution from each authority. Key activities include LTP Masterclasses and events to improve educational attainment and build capacity within services. The partnership focuses on narrowing achievement gaps and developing effective strategies, ensuring impactful outcomes in children’s education.

The L.T.P.Partnership Structure • Links the work of Children’s Services within the sub region • The DCS Directors meet every 6 weeks • The LTP Coordinator [ 0.6 ] reports directly to this group with some consultant support on workforce reform • There is an annual contribution of £12,000 paid by each of the eight partner authorities. • These are Sefton,Knowsley,Liverpool,Wirral,Halton, Warrington , St Helens and Cheshire • There is an agreed LTP protocol • There is also a website
L.T.P. Action Plan In the 2008-09 action plan there are two focus areas • To narrow the gaps in educational attainment which is the common performance priority for all of the authorities and an external facing objective. • To build capacity by the development of the workforce reform in Children`s Services – an inward facing objective and an enabling factor for change
