This program focuses on improving pre-natal and infant health by providing comprehensive family support services across nine counties in Southeast Michigan. Through the Michigan IDA Partnership, we collaborate with regional coordinators and local organizations to offer resources for homebuyer counseling, individual development accounts, and financial education. With an emphasis on aiding vulnerable families affected by HIV/AIDS and housing challenges, our goal is to empower families for sustainable health and economic stability amidst fluctuating state funding and program changes.

AFIA Grant • Award September 2001 • $470,000 for 400 Accounts • 70% Homebuyer 3:1 (max $3,000) • 30% Post Secondary Ed or Business (max $2,000)
AFIA Match and Support • 1/3 of match TANF • 1/3 AFIA • 1/3 Private Funds • MIDAP providing $1,500 per account ($500 per year, max of three years)
TANF cuts • March 2002 state budget cuts. • State TANF allocation of $5 million cut to $3 million. • Total TANF funded IDA’s reduced from 400 to 195.
Program Change • Fund 195 IDA’s with just TANF. • Submitted request for AFIA to support 205 IDA’s. • Total IDA’s in region still 400. • Match rate for AFIA 1:1. For Home buying $1,500 up from $1,000. For Education and Business $1,000 up from $666.
Program Change - more • This model only uses @$320,000 AFIA. • Leaves $150,000 of $470,000. • Not enough program support with AFIA alone ($1,500 per account). • Using all AFIA grant – total 500 accounts. • Raise $855,000 to meet match and support need.
AFIA program changes • Match funds in reserve account on quarterly or regular schedule, not full amount. • Eliminate parallel account requirement. • Cap or eliminate interest transfer to individual accounts
AFIA program changes- more • Separate accounts for match and administration. (May be separate grants). • Permit account support grants in excess of 15% be counted as first match funds. Therefore, permitting other public funds to be used as contribution match.
