  2. Rabi/Summer 2012 targets It is programmed to bring additional area of about 8 lakh ha. under Rabi crops out of the unsown Kharif area of about 10 lakh ha.

  3. Yield Enhancement Strategy • Exclusive Agriculture Budget: Separate budget for agriculture sector with an allocation of Rs. 19660 Crores for agriculture and related sectors for the financial year 2012-13. • Bhoo Chetana Model of Technology Support: Balanced nutrient application, especially, micro-nutrients (Sulphur, Zinc & Boron), use of bio-fertilizers and bio-pesticides and soil moisture conservation practices and timely harvest and post-harvest operations have greater potential to realize potential yields even under rain fed conditions. • Suvarna Bhoomi Yojana: An unique scheme of the State Government which provides an amount of Rs.10,000 to small & marginal farmers. The objective of the Scheme is to promote the high value crops, eg. Pulses, Oilseeds & Cotton, horticulture & other activities. During 2012-13, 4.03 lakh beneficiaries will get the benefit amounting to Rs.391.42 Crore.

Yield Enhancement Strategy • Human Resources: • Owing to large number of vacant posts, especially at grass root level; the strategy of utilizing the services of Farm Facilitators has come in very handy in transfer of technology to the dry land farmers and also arranging supply of critical inputs at cluster village level. • Under RKVY 1500 Raitha Shakti Groups have been organized; they are provided with revolving fund and their services are utilized in various stages of crop production viz. input supply, information dissemination, training and organizing crop demonstrations.

  5. Yield Enhancement Strategy • Credit: • The State is providing crop loans and other related agricultural credit at a nominal interest rate of 1% through Co-operative Institutions. • The Commercial Banks advance crop loans up to Rs. One lakh at an interest of 3%, for this the State Government bears 2% as interest subsidy apart from GOI interest subsidy of 2%. • Logistics: • Raitha Samparaka Kendras: 747 RSKs serve as the centres at sub-block level for providing technology & inputs. • FFS: Farmer Field Schools are being organized at every RSK to serve as extension model for successful crop production.

  6. Requirement of Certified:quality seeds for Rabi/Summer 2012-13 (Quantity in quintals) NOTE:1. State requirement : as per the Seed Replacement Rates for 2012. 2. Surplus quantity of seeds available will be utilized for distribution under subsidy schemes. 3. Seed suppliers will be informed to meet the shortfall.

  7. RABI 2012 Programme • Programme is planned for implementation in 40 lakh ha including the unsown area of Kharif • Crop wise Area Proposed:

INPUT MANAGEMENT • Raitha Samparka Kendras (Farmer Contact Centres) are the operation units located at hobli level (sub block level). • University of Agriculture Sciences has nominated a scientist for each of the RSKs for technical support. • All the required inputs are worked out at Raitha Samparka Kendra level. • Additional cluster sale points in identified RSKs are also opened to provide inputs at the doorstep of farmers. • “Sahayavani” Farmers’ help line available from 6 AM to 9PM on all days.

INPUT MANAGEMENT • Soil Test based Micro-nutrients recommendation for enhancing the productivity. • Soil & Water Conservation practices. • Convergence of all schemes and integration of all line department programmes. • Farmers’ Facilitators are in place for every 500 ha. under Bhoo Chetana Programme. • Farmers’ Field Schools organized for every one farmer facilitator. • Cash assistance of Rs.10,000 to SF & MF for purchase of inputs of high value crops- eg. Pulses, Oilseeds, Cotton etc. • Custom Hire Service Centres for providing farm machinery at right time to needy farmers.

  10. “Swabeejabhivrudhi” Yojana • Use of quality seeds contributes to the enhancement of productivity to an extent of 20-25%. • To motivate the farmers and to increase the area under seed production, it is proposed to implement the scheme ‘Swabeejabhivrudhi ‘Yojane. • This scheme would be implemented in coordination with the State Seed Producing Organizations like Karnataka State Seeds Corporation Ltd., Karnataka Oil Seeds Growers Federation Ltd., NSC & State Agriculture Universities. • This scheme will be implemented at hobli level in the cluster villages. • The farmers of the seed production villages will be provided with the infrastructures like seeds storage godowns, threshing yards, grading equipments, moisture meter etc. • It is proposed to distribute the seeds produced at hobli level to the needy farmers.
