Ancillary ServicesImbalance charge Example Wind generator serving WALC Load = 80,000 kWh (forecast) • Assume no load imbalance Actual Generation 75,000 kWh Imbalance (Generator) 5,000 kWh (5 MWh) Assuming on-peak, generator would be assessed imbalance penalty based on proposed imbalance structure: • 100% x 4 MWh = 4.0 MWh (1st tier imbalance-bandwidth is +/- 1.5% of gen, 4 MWh minimum) x index price (or in-kind settlement) • 110% x 1 MWh = 1.1 MWh (based on 2nd tier penalty: +/-1.5% to 7.5%, 4MWh-10MWh minimum) x index price (or in-kind energy settlement) • Calculated each hour for all 720 (or 744) hours of the month IN ADDITION TO REGULATION CHARGE SHOWN IN PREVIOUS SLIDE

Ancillary ServicesRegulation Charging • Intermittent generation resources not serving load within the balancing authority area will be required to be dynamically metered out of the balancing authority • Metering changes will be required for such resources • No export schedule from WALC; balancing authority won’t “see” this load • Would still require customer to purchase transmission service as appropriate

Ancillary ServicesNon-Standard Loads for Regulation • Non conforming or non-standard loads are defined as a single plant or site with a regulation capacity requirement of 5 MW or greater on a recurring basis and whose capacity requirement is equal to 10% or greater of its average load. • For regulation of these loads, the Rate Schedule will require the customer to execute a separate agreement. The “recurring basis” is measured at 5-minute intervals.
