Introduction • SfL has implemented Complementary education for nearly 2 decades. • SfL’s credibility in this regard is unquestionable. • Following on this, SfL has provided support to the Ministry of Education/GES in the formulation of the CBE Policy document. Collaboration with development Partners like DFID, UNICEF has yielded tremendous benefits.

Introduction cont. • The two DPs have not only committed themselves to implementing CBE for only a year, they have extended the period and increased the coverage. • UNICEF has extended the one-year project in Savelugu to three more years and is supporting the Afram Plains Development Organization to implement CBE in the Afram Plains. • SfL is providing technical support to APDO.

Introduction Cont., • DFID on the other hand has extended the Accountable Grant to cover 17 Districts. • The above, we believe, is in preparation for the implementation of the CBE Policy roll out. • SfL continues to provide support to Government, DPs and other stakeholders to roll out the CBE Policy.( a lot of information /documents have been shared with DFID in particular in this regard). • Currently, SfL is supporting in preparations towards the roll out of the policy.

SfL support in the roll out of CBE • SfL will contribute to the review of the CBE policy document . • SfL will be providing support to DFID to review and refine the package of existing TLMs and other materials for CBE. • Advocacy on CBE at various levels (local, national and international) • The CBE Alliance activities leading to the roll out of the Policy.

SfL support in the roll out of the policy • The CBE Alliance, led by SfL, has sustained pressure on Government and DPs to expedite action on the roll out of the policy. • Currently, the CBE Taskforce is planning to orient key staff of District Assemblies and GES on CBE as well as support them in the review of their District Education Annual Operational Plans to include the needs of out-of-school children. • This will particularly enable them to access funding from the GPEF.

  7. SfL Role in the CBE Implementation • It is anticipated that SfL being pace–setters in complementary education, when the CBE Policy is rolled out nation-wide, SfL will be involved in many/various ways: • Direct delivery of community-based literacy classes. • SfL might have the opportunity to scale up its activities to cover many more Districts for longer periods.

SfL Role in the CBE Implementation Cont. • Provision of technical support to replicators, e.g. CSOs, NGOs CBOs, etc. • SfL will continue to serve as a rallying point for the Alliance and networking on CBE matters. • The Alliance already envisages that it equally has a key roll to play when the policy is rolled out. • SfL will have a lot to do in ensuring quality control. ( Training, monitoring, supervision, etc.)

  9. Challenges • Though a lot more has been achieved during the year in efforts towards implementing the policy, there are still delays. This is probably so to ensure a smooth take off with fewer challenges. • Leading the Alliance has been quite challenging as it takes so much time and energy

  10. Challenges cont. • Funding for some Alliance activities • SfL ability to cope with the demands on it when the policy is rolled out especially with regard to the current staff strength.

Way Forward SfL will: • Continue to strengthen and sustain collaboration and Partnership with Government, DPs and other stakeholders • Continue to support in strengthening the capacity of Alliance members especially in the models of complementary education • Keep the CBE Alliance strong, vibrant and active.

Conclusion • SfL indeed is aware of the herculean task in advocating complementary education, however, we are convinced that it is one sure way of ensuring that children especially in hard to reach deprived areas have an education not to mention its contribution to the achievement of the MDG and EFA Goals. • A nation-wide implementation of the policy will not be any easier, however, we are not daunted.
