What is SWEEP? • Public interest initiative founded in 2001 • Promotes greater energy efficiency in Arizona • Strives to reduce customer energy bills andget more benefits for customers
Objectives of Energy Efficiency & Electric Competition Are Aligned Purpose of Energy Efficiency (EE): • Lower Customer Bills • Reduce Total Energy Costs • Give CustomersMore Tools & Options to Manage & Reduce Energy Use Stated Purpose of Electric Competition: • Lower Customer Energy Costs • Offer More Options for Customers
EE: A Low Cost, Low Risk Resource APS: 2010 Costs of New Generation, Cents/kWh If we do not support the full investment of cost-effective EE – the least expensive resource – customers will be subjected to higher total energy costs& will be forced to pay for more expensive energy investments
EE Policy & Program Efforts MustContinue With Retail Competition States with Full or Partial Competition Retail Competition Does Not Deliver or Achieve All Cost-EffectiveEnergy Efficiency for Customers by Itself
Arizona EE Policies &Programs that Benefit Customers • Energy Efficiency Rule and Standard • Utilities Required to Work with Customers to Achieve Customer Energy Savings of 22% by 2020 • Customers Offered a Wide Range of Programs toReduce Their Energy Costs • Integrated Resource Planning Rules • Consider Future Energy Needs and Resources toMeet Those Needs • Energy Efficiency Given a Fair Opportunity toMeet Those Customer Needs
