Next Steps: Baseline Report to Module B Methods • Thomas Conway
Context Refresher • National Level • Mainstreaming into National Development Plans Initiative • Economic analysis component of mainstreaming • Cost benefit analysis guidance • Baseline and future risk scenario
Context Refresher • Global Level • Cost of Inaction Initiative • Module A: Baseline • Module B: Methods and Guidance • Module C: Original Research • Module D: Broad Communications and Outreach
Baseline Module • Baseline Report • Detailed Comments • Confirmation that no major sources missed on worker accidents and asbestos • Editorial to add some narrative on the significance of major gaps; enhance comparisons discussion (chemical costs to other major cost areas like - accidents, child mortality, etc.) • Extrapolation in one major area to demonstrate possible uses for such efforts • Exporting major findings to Global Chemicals Outlook Pillar II • Packaging for publication (Executive Summary etc...)
Extrapolation Exercise • Propose the pesticide poisoning case • Rationale: baseline data relatively strong; pesticides the largest chemical input in most developing countries; could be done in the relatively tight timeline required by the GCO • Other areas that we might consider?
Module B Considerations • Need to constitute panel of methods experts • Gaps are extensive; this COI Initiative will not be able to address all of them • ToRs of the Panel will need to provide direction to them on what they can focus on in detail e.g. sectoral approach: methods to investigate the COI on chemicals in the mining sector? chemical class approach: metals? etc. • Possibly also task the Panel with producing general guidance on techniques for monetizing that can be a companion to our existing guidance document on cost benefit analysis; to be used by countries who want to conduct their own economic analysis in their context • Useful if the Steering Committee can suggest methods experts to constitute the Panel
