PILLAR 3 OF THE UN DECADE PLAN: SAFER VEHICLES • Activity 1: • Encourage Member States to apply and promulgate motor vehicle safety • regulations as developed by the United Nation’s World Forum for the • Harmonisation of Vehicle Regulations (WP 29). • Activity 2: • Encourage implementation of new car assessment programmes in all regions of • the world • Activity 3: • Encourage agreement to ensure that all new motor vehicles are equipped with • seat-belts and anchorages that meet regulatory requirements and pass • applicable crash test standards (as minimum safety features). • Activity 4: • Encourage universal deployment of crash avoidance technologies such as • Electronic Stability Control

GLOBAL NCAP BUYER’S GUIDE • ‘most important’ global standards of the UN World Forum for • Harmonisation of Vehicle Regulations : • Seat belt anchorages (ECE Reg. 14 ) • Safety belts and restraint systems (ECE Reg. 16) • Occupant protection in frontal collision (ECE Reg. 94) • Occupant protection in lateral collision (ECE Reg. 95) • Electronic stability control (GTR 8) • Pedestrian protection (GTR 9) • Global NCAP recommends that: • Today car buyers should try to buy a ‘five star’ car if they can, and avoid models that cannot pass the first four of the top six regulations above. • By 2020 all top six regulations should be mandatory for all new passenger cars.

UN CRASH TEST REGULATIONS FRONT & SIDE IMPACT • Front Impact: • Car hits a barrier that replicates the soft front end of the other • vehicle. • The impact is ‘offset’ with a 40% overlap • The regulatory test speed is 56 kph. • Consumer NCAP tests run at 64 kph • Side Impact: • Trolley hits the vehicle just above the door sill area • Impact speed of 50 kph. • .

MANY CARS DO NOT MEET THESE MINIMUM STANDARDS • 20 million out of 60 million new passenger cars produced in 2011 do not meet these minimum standards • These standards are not yet applied in the LAC Region • Cars that fail the frontal test typically have no air bags and weak body shell integrity allowing intrusion into the occupant area. • Opportunity for Latin America to change this.

IIIrd IBERO-AMERICAN ROAD SAFETY CONGRESS Theme: Decade of Action Held in Bogota, 12-16 June 2012 Extract from the Bogotá Declaration : “Establish vehicle construction standards that guarantee adequate performance when an accident occurs as well as preventing one from happening, providing the necessary protection in accordance with the requirements of the UN standards. Promote infrastructure development that takes into account the safety of all road users putting into practice methodologies such as road infrastructure audits and road safety inspection.”

ROAD SAFETY IN RIO+20 EARTH SUMMIT COMMUNIQUE Rio de Janeiro, Brazil, 20-22 June 2012 Outcome document: The Future We Want: “We recognize the importance of the efficient movement of people and goods, and access to environmentally sound, safe and affordable transportation as a means to improve social equity, health, resilience of cities, urban-rural linkages and productivity of rural areas. FIA FOUNDATION COMMITS TO ACTION AT RIO+20 • 2 Voluntary Sustainable Transport Commitments: • 3-year commitment on behalf of the Global Fuel • Economy Initiative (GFEI) with partners UNEP, • the IEA and ITF. • GFEI supports countries world-wide • In developing measures to improve fuel • economy in vehicles. • 1-year commitment “Protecting Children from traffic injuries and improving their urban environment” under the banner of the Zenani Mandela Campaign. • Supported by: Amend, AIP Foundation, Costa Rica Automobile Club, Dutch Cycling • Embassy, EMBARQ, FIA Foundation, IRAP, Make Roads Safe, Road Safety Fund, Safe • Kids Worldwide.

MDBs COMMITMENT TO ROAD SAFETY AT RIO SUMMIT • Multilateral Development Banks and the World Bank have announced a commitment to invest $175 billion in loans and grants for sustainable transport over the next decade. • “Rapid motorisation is creating more congestion, air pollution, traffic accidents and green house gas emissions – especially in developing countries” – ADB President Haruhiko Kuroda

ZENANI MANDELA CAMPAIGN • Zenani Mandela killed in car crash in 2010. • Awareness campaign launched by the Mandela Family, the Nelson Mandela Foundation, the MRS Campaign and the Road Safety Fund at an event in New York in May 2012, organised by the FIA Foundation. • DOA contribution to improve levels of protection for children particularly in developing countries.

DECADE OBJECTIVES OF ZENANI MANDELA CAMPAIGN • Safe footpaths, cycle-ways and crossing points, lower speed limits especially around schools • Compulsory legislation and enforcement of seat belt, child seats and booster seats use • Tougher action against drink driving and speeding • Child helmet standards and enforced legislation in countries where motorcycles are main transport mode. • Graduated driver licensing and minimum safety standards for all cars.
