Chapter 5: From Confederation to Nation HW QZ # 11 • Could a weak, loose international association of the thirteen new states do the job of a government similar to England and France? • NO. • What did the Virginia Plan propose? • Provided that there would be a two-house Congress (Bicameral), where in each house there would be representation based on the states population. • What did the New Jersey Plan propose? • Proposed a one house (Unicameral) Congress where each state only hade one vote.

House of Representatives = Each representative would represent the same number of people in a state. • What was the Three-Fifths Compromise? • Slaves would only count as three-fifths for representation and for taxes. • How many years could the new government not prohibit the slave trade? • 20 years • Why were there instructions included in the Constitution on how to change it? • Opportunity to apply the laws to the changing times.
