  2. The Office National de l'Electricité (ONE) Creation August 1963 Total installed capacity 5312 MW - Steam power plants (coal/oil/diesel) 3469 MW - Hydro electric plants 1265 MW - Wind farms 114 MW Until march 2007

  3. ACTORS IN THE ELECTRIC SYSTEM • ONE in charge of production, transmission and distribution • Regis or Municipal Distributors are in charge of 55% of the electricity distribution • Privates actors are entring in the system : • - Private Generators (Jorf Lasfar & Al Koudia Al Baïda Projects, Tahaddart), • - Private Distributors in Casablanca ( LYDEC) and in Rabat ( REDAL), etc.

  4. LEGAL FRAMEWORK ONE is allowed to : « …. Make agreements, after competition, with private operators for the production of electrical power… under the following conditions : - All the production should be exclusively oriented to the satisfaction of ONE ’s needs; - The initial conditions of the economical equilibrium stipulated by the agreement must be maintained during the execution of this convention ». (the 23rd sept. 1994 decree, art. 6).

MAIN STRATEGIC ORIENTATIONS I- Renewables into Morocco’s energy mix by targeting the development of 1000 MWwind installed capacity by 2012; II- Private sector involvement in the power sector by providing for long term off take agreements through modern and sustainable power purchase agreements; III- The Emergence of mature Moroccan energy players through numerous actions including EnergiPro (Autoproduction), an initiative launched by ONE towards its large customers; IV- Morocco’s position as a regional energy hub by encouraging energy export through the strong electric interconnexion infrastructures with neighboring countries.

  11. ENERGY PRO OFFER • In September 2006, ONE issued the “EnergiPro” offer to large industrial customers aimed at promoting renewable based auto-production. The offer includes three aspects: • - Wheeling all energy produced from renewable power project to any point of consumption using ONE high-voltage transmission grid. The Wheeling tariff has been put at 6cMAD/kWh (post stamp basis) for any project commissioned before 2009 and 8cMAD/kWh thereafter; • - Purchasing of all excess energy by ONE with a tariff structure that has been revised (Average 20% increase amounting to an average weighted tariff of about 41cMAD/kWh).
