Houston Top 10 PSC Tank Vessel Deficiencies2008 – Present • 77- Pollution Prevention/MARPOL Equipment (Pollution/Response) • 46- Hold/Tanks (Decks/Cargo) • 40- IGS (Decks/Cargo) • 37- Cargo Transfer/Lightering (Decks/Cargo) • 31- Certificates/Documents (Documents) • 25- Lifeboat Equipment (Lifesaving) • 21- Certificates/Documents/Licenses (Personnel) • 20- Diesel Engine (Engineering) • 19- Vapor Control System (Deck/Cargo) • 17- Lifeboat (Lifesaving) The above deficiencies make up approximately 54% of all deficiencies issued to Tank Vessels examined in Houston since 2008. Total Defs issued: 616 Top 10 account for 333

Houston IMO Detentions • To date in 2010 - 8 vessels detained under IMO • 2008 - 15 IMO Detentions (2-Chem, 3-Gas, 1 Oil Tanker, 9 Freight) • 2009 - 9 IMO Detentions (2-Chem, 1-Gas, 1 Oil Tanker, 4 Freight, 1 Gas) • 2010 Detentions • 2 Chemical Tankers • 1 Oil Tanker – Dropped Lifeboat in HSC during USCG exam • 1 LPG Carrier • 4 Bulk Carriers

  8. Non-Class Hose MSD Pollution Case – OCT 10 The hose ran from the Low Temperature Cooling Tank to the top of the MSD. The T fitting is shown in the picture connected. To put the T in the crew would have had to cut the air vent lines that keep continues pressure between the two tanks in the MSD.

  9. MSD Pollution Case Low Temp Cooling Tank Tracing the hose led to the LT Cooling Tank. You can see the vent for the tank on top. The rubber hose runs several flats down to the MSD. Normally LT Cooling Tank overflow would flow down to the Bilge Holding Tank. The LT Cooling Tank services the jacket water cooling.

Seafarer Shore Access Issues • 33 CFR 105.200(b)(9) – “Ensure Coordination of shore leave for vessel personnel or crew change out, as well as access through the facility for visitors to the vessel…” • Houston PSIB 04-09 • Review of all FSPs for specific procedures • Investigations • USCG Headquarters ALCOAST 575/09 – “reasonable access for mariners.” • Increased use of Policy Advisory Council Decision 07-09 • USCG Authorization Act of 2010 • Facilitate certain visitor and seafarer access through facilities at no cost to the individuals • Not self executing – will require rule change
