  2. USCG OSC Reports • Update on MTSA implementation regs. • (Maritime Transportation Security Act) • ByPass of Oily Water Separator (OWS) aboard Vessels

  3. MTSA Requirements • Vessels & Facilities were required to submit a Security Plan & Appoint a Security Officer (among other require’mts) • Deadline to Submit was December 31st • Three stage review process

  4. MTSA PLAN REVIEW • Marine Safety Center reviews Vessel Plans (~7,000) • Contractor (Black & Veatch) Reviews Facility Plans.

  5. MTSA PLAN REVIEW • Three Stage Process • Stage I – Ensure 18 basic sections are properly included. Major deficiencies will require plan be resubmitted

  6. MTSA PLAN REVIEW • Three Stage Process • Stage II – Assess plans compliance with all regulatory MTSA requirements. Plan owners will receive letter identifying deficiencies and timeframe for resubmitting.

  7. MTSA PLAN REVIEW • Three Stage Process • Stage III – COTP verifies assessment information against actual characteristics. COTP conducts on-site visits. • All stages will be completed by July 1st, 2004.

  8. MTSA PLAN REVIEW • Currently contractor has completed initial review of all facility security plans in Puerto Rico and the U.S. Virgin Island.

  9. MTSA PLAN REVIEW • Currently contractor has completed initial review of all facility security plans in Puerto Rico and the U.S. Virgin Island. • All plans have failed.

  10. MTSA PLAN REVIEW • Currently contractor has completed initial review of all facility security plans in Puerto Rico and the U.S. Virgin Island. • All plans have failed (99% nat’l failure rate)

  11. MTSA PLAN REVIEW • MSO San Juan to begin facility and plan verification at all facilities that have completed Stage II review. • Verification is to validate that security plans reflects installations and operations.

  13. OWS ISSUES • USCG COMDT (HQ Office of Compliance) mandates investigation • Evidence must be seized immediately (OWS bypass, oil record book) with receipts provided to Master of Vessel • Document incident (photos, oil samples)
