WCOA HALL OF FAME 1st CLASS • WCOA Hall Of Fame Criteria • A past or present member demonstrating the highest standards of ethical conduct, integrity, moral character, and professionalism in the community for past members and possibly having continuously performed distinguished service and leadership to the association, for current members in the West Coast Officials Association. • 2. In addition to years served nominee must have made a worthy physical and/or mental • contribution to the West Coast Officials Association during his time of membership. Longevity • without significant contribution or achievements does not constitute credentials for • consideration. • 3. Nominee may be living or a deceased member. • 4. Nominee must have served as a West Coast Officials Association Board Member, Officer, • functioning committee post or directorship or some position of service such as Rules • interpreter, for example. Distinguished contributions by any member should be considered • as eligible. The board category could be a point in a nominees favor if a tie vote is involved. • 5. Nominee must have been a West Coast Officials Association member for a minimum of twenty • (20) years. Consideration will be given for extenuating circumstances.

Hall of Fame • Jim Drapp Football/Basketball Official Officiating Experience:Member West Coast Officials Association (WCOA), Tampa, Florida, July 1976 to 2008 Member – West Coast Umpires Association (WCUA), Tampa, Florida, July 1976 to 1989 Member – Florida High School Activities Association (FHSAA), Gainesville, Florida, July 1976 to 2008 Charter Member – National Association of Sports Officials (NASO), Racine, Wisconsin, 1976 to present Offices Held, WCOA – President 8 years, Wrestling VP 4 years, Basketball VP 4 years, Football Sports Committee Member, Basketball Sports Committee Member, Basketball Asssignment Committee Member, Football Sports Committee Member, Football Recommendation Committee Memeber and Wrestling Booking Commissioner for 10 years. Offices Held, WCUA – Umpire in Chief 6 years and Board Member for 8 years. Officiated – High School Football 1976 to 2006. Served as Referee for Varsity crew since 1985. Worked 38 Playoff assignments, including Clock Operator for 1977 2A State Championship, Referee for 1990 3A State Championship, Referee for 1994 6A State Championship, Referee for 1998 2A State Championship and Referee for 2004 2A State Championship. Officiated – High School Basketball 1976 to 2005. Worked Varsity assignments since 1978. Worked 62 Boys District Tournament Playoff assignments since 1985, 28 Boys Regional Tournament Playoff assignments and 10 Boys State Tournament Playoff assignments, including 1989 2A State Championship Game, 1995 6A State Championship Game, 1999 6A State Championship Game and 2005 1A State Championship Game. Worked 23 Girls District Tournament Playoff assignments since 1983, 6 Girls Regional Tournament Playoff assignments and 3 Girls State Tournament Playoff assignments, including 1983 4A State Championship Game and 1994 3A State Championship Game. Also officiated Men’s Junior College Basketball in the Suncoast Conference and Women’s Division II Basketball in the Sunshine State Conference for several years.

9. Hall of Fame Football/Basketball Official • Clem Brooks In 1980, he was given the Lifetime Membership Award by the West Coast Umpire Association. In 1984, the Silver Whistle Award in Basketball by the West Coast Officials Association and in 1997, the same award for Football. In 1995, he was chosen as the Florida Football Official of the Year by the National Federation Interscholastic Officials Association and in 2002-2003, he was selected as the Florida Softball Official of the Year by that same organization. Clem also received the Meritorious Achievement Award in Softball in 1999, the Meritorious Achievement Award in Basketball in 2002 – 2003 and in that same year, he was selected as the Tampa Bay Basketball Coaches Official of the Year. In 2005 – 2006, he was the Meritorious Achievement Award in Football from the Florida High School Athletic Association. In 2007, he was recognized again with the Tom McEwen Special Award for his many contributions, support and efforts on behalf of the Game of Football from the Tampa Chapter National Football Foundation. Most notably, in 2010, Clem was inducted into the Florida High School Athletic Hall of Fame and the Court of Legends Florida Association of Basketball Coaches Hall of Fame.

18. Leadership Conference Notes • FHSAA New Computer System C2C • The old computer system is being transitioned to a new system called C2C • Registration has been delayed until today – July 18th • The registration deadline for the FHSAA is one month from today – August 18th

Leadership Conference Notes • FHSAA New Computer System C2C • When you register, you will be creating a C2C account which will step you through a series of screens that will merge your old information into this new account • Your officiating history • Personal information • To merge accounts, you must • Know your 5 digit FHSAA ID number • Use your legal name utilized by the old FHSAA account

Leadership Conference Notes • FloridaHouseBill7029 • “TheSchool ChoiceBill” • Private schools can join the FHSAA by sport rather than by the entire school • All FHSAA member schools are required to have insurance, so a non-FHSAA school may or may not have insurance • Only 1 school in a contest has to be a FHSAA member school for you to wear your patch. The only time you would NOT wear the FHSAA patch is if BOTH schools are non-FHSAA members

Leadership Conference Notes • FloridaHouseBill7029 • “TheSchool ChoiceBill” • Students can “choose” what schools they wish to participate in athletics at • This means, for example, that a student athlete that normally would play for Lennard as quarterback can go play for Armwood instead • So, the Lennard vs. Armwood game will be a potential problem • It also means more running clocks are in the future due to the “have” and the “have nots”

Leadership Conference Notes • FHSAANowAFullNFHSMember • In past years, the FHSAA has declined the NFHS insurance policy and has gotten their own policy • This year, the NFHS policy is the same price so the FHSAA is once again providing insurance through the NFHS • Therefore, there is NO fee increase from the FHSAA this year

Leadership Conference Notes • Ejections • Ejection should be a last resort if possible • Preventive officiate • Warn • Eject • At some point, use the word “ejected” when you remove a player or coach from the game. Officials’ reluctance to use that specific word have caused big problems. • “No one told me I was ejected, they just told me to leave.” • “The official told me I couldn’t play anymore, that’s all.”

Leadership Conference Notes • EjectionReports • Be sure you get the information correct and that the official who actually did the ejection relays all the information, especially if that official is not the one completing the report • Not everyone is qualified to submit a report appropriately, • so be careful about delegating that duty. • The referee is the one ultimately held responsible. • Have a post-game conference at the end of the contest among the crew to get everyone’s input • The FHSAA doesn’t like to call up the person • submitting the report and hear “I just did the report, • you need to talk to the other official about the details.”

Leadership Conference Notes EjectionReports • State just the facts, but be very specific about what happened • Never offer an excuse for the person’s action • Don’t offer interpretations about what happened • Never include past issues, only the facts from this contest • Never suggest what the punishment should be • Use exact quotes, write the profanities out in full • This is a legaldocument • This document always goes to the school involved and may be released to the media withyournameonit! The report is provided EXACTLY as you wrote it!

Leadership Conference Notes • ARaiseIsLikelyComing • A proposal passed on it’s first reading last year that would increase the maximum official’s game fee by $3 every 3 years • The proposal needs to go through a second reading this year, and if it passes it would take effect next year. • There is about a 90% chance it will pass • Individual counties are not obligated to give this increase every 3 years though, it merely represents the maximum game fee that can be charged by officials

Lanness Robinson Notes • MUST know your Lawson number to report to the school in order to get paid • No Lawson number means you will get placed on the county’s No Pay and No Assign List • Lawson numbers are a vendor number that you use instead of your Social Security number which helps protect you from identity theft

Lanness Robinson Notes • Game reports are VERY important to him • Issues are addressed with the school if we raise them • Reports need to be veryspecific and submitted promptly to get the problems addressed immediately • He needs to know the exact school and problem • If there is a particular issue the game report doesn’t cover, email that to VP of Football or Basketball and they will summarize the emails received each week into a single email to Lanness

32. Lanness Robinson Notes • Hillsborough County Public Schools Financial Facts: • Two years ago, when our game fees went up $5 • that cost the Hillsborough County Athletic Department • $163,000 • It costs approximately $32,000 per $1 increase in game • fees when you add it up across all sports
