  3. Partnership Working Build on experience of working through Improvement Partnership Boards Finalise the Learning Trust ideas discussed over the last 18 months

  4. Proposed Meeting Structure for North Yorkshire February 2019 Local Safeguarding Children’s Board The Health and Well Being Board Schools Forum The Learning Trust Whitby, Scarborough, Filey & Ryedale Harrogate, Knaresborough & Ripon Hambleton & Richmondshire Craven Selby

In Each Locality Termly Partnership Meetings for all schools, led by Headteachers and the Local Authority Cross-phase governance for each locality with elected Headteachers (3 year term of office) leading with the support of the LA covering both school improvement and SEND agenda Each locality to determine its own meeting structure working to the Locality Board, but it is proposed that each locality has a Strategic Locality Board and a Commissioning Board A commissioning “pot” to be available to each locality board to address local need 2/3 Headteachers from each locality board will be representatives on the Learning Trust 1/2 Teaching School Alliances will be partnered with each locality board

  6. The Learning Trust This board will analyse and discuss county wide issues (strengths, areas for development) Membership will be 2/3 Headteachers from each locality, along with the Dioceses, the DFE and the LA Proposed that this board be chaired by a Headteacher

Locality Boards To be constituted from Headteachers in the area along with the LA and named TSAs Proposed that a Headteacher will chair the group Focus will be on locality strengths and areas for development A Commissioning Board would be established by each locality board to commission both SEND and School Improvement developments

  8. Key Changes Improvement Partnerships would cease JDP would cease School Forum would exist as a separate body Representatives would be nominated on a three year term

  10. School Improvement Strategy - Consultation NYCC is consulting with schools and other stakeholders on a new school improvement strategy that reflects the structural changes in the system and the benefits of partnership working

School Improvement Strategy – Aims Through partnership working We will: • ensure every child and young person in North Yorkshire’s District has an excellent education • raise educational standards and outcomes in schools • improve the quality of provision so that all schools are judged at least good by Ofsted

School Improvement Strategy – Roles The Learning Trust • County-wide analysis Locality Boards • Risk assess schools • Monitor support and challenge schools • Commission support The Local Authority (inc Opportunity Area) • Focus on priority 3 and 4 schools • Support, challenge, commission, monitor, quality assure… Teaching School Alliances and National Support Schools • Develop leadership and recruit/train teachers • Broker partnership support and use of system leaders

  18. Governing Board Role in Staff Appraisal Governors do not have any operational role in staff appraisal The appraisal process is confidential between appraisee and appraiser. See guidance document in pack – reading time

Provides the basis for a productive conversation at board level about what you look for in data to improve all aspects of your school.

What are we doing? • Phase specific: • Update sessions for school leaders: • November 14th • mid-Spring term • mid-Summer term • Full day in late January/early February to: • Consider curriculum planning and structure • Share best practice • Subject specific network, for curriculum/subject leaders, include development of curriculum. • Additional CPD opportunities on curriculum development is also being offered. • Offer of Ofsted update session(s) for governors in the Spring term?
