The reason of this meeting CEN/BT WG 141 has been set up by the CEN Bureau Technique during its meeting held in Brussels on 6-7 May 2002 [resolution CEN/BT N7/2002] with the purpose of understanding and defining the main standards requirements related to: “Intermodal and interoperable transport – telematics”, both concerning freight transport and passengers mobility. 2

BT asks BT/WG 141 to prepare a Business Plan covering the scope detailed in BT N 6621 and to submit it to CMC for circulation of a BT C before end of September 2002. Definitions • According to: «United Nations/Economic Commission for Europe (UN/ECE), European Conference of Ministers of Transport (ECMT), European Commission (EC), Terminology on combined transport, United Nations, New York and Geneva, 2001» • Multimodal transportis the: “carriage of goods by two or more modes of transport”. • Intermodal transport is the “movement of goods in one and the same loading unit or road vehicle, using two or more transport modes without handling goods in changing modes”. 7

General context (standardisation) • Keep into account: • The requests emerged at the “European standards in Intelligent Transport Systems open meeting”, on the 24.05.2002 (Brussels, B) by CEN TC/278, which is concerned with telematics for road transport and traffic, to deal with multimodal transport • The existence of other TC within CEN dealing with logistics (TC 320 “Transport – Logistics and services) and other modes of transport. 10

General context (standardisation) “If one consider the trend of wishes (within M 270 or other debates) regarding standardisation bodies, it seems that it goes towards a reduction of their number and merging of some, rather than their multiplication.” [Doc. CEN/BT/WG 141 N. 7] Coordination in the intermodal field activities, real needs of operators and infrastructures, according to Eu aims (not technologies coming from the sky…), avoidance of useless activities and exploitation of what operators ask for (if there is something to exploit or to develop). 11

General context (standardisation) “Identification of really new, not yet addressed, intrinsic standardisation requirement regarding Intermodal freight ITS (this does not comprise the necessity of co ordination of already started initiatives), which could justify new Work Items” [Doc. General context (architecture) The main European project currently providing education and training in the ITS field is the FRAME-S Project (FRAMEWORK ARCHITECTURE MADE FOR EUROPE – SUPPORT), which is funded within the IST Programme (Information Society Technologies). General context: multimodal passengers transport and mobility Passengers transport is not less important, but it seems that CEN Technical Committees have been in the past years quite more comfortable to face technical issues related to this subject: still, a number of standardisation problems remain to be covered.
