  3. Executive Summary The war against terrorism and drug trafficking requires, among other things, reliable equipment resulting from a professional preventive maintenance program. Jenkins-Lara Consulting (JLC) has leveraged the expertise of a recent acquisition to develop the first integrated logistics application in Spanish based on proven US Army logistics doctrine –Sistema Integrado de Logística Computarizada –inventario y mantenimiento (SILC-im). This tool may be used in public, private or military organizations, and will allow senior management or donor agencies to monitor the care given to the donated equipment. SILC-im is an effective tool in accomplishing the Department of Defense mission in Latin America and in helping SOUTHCOM raise the level of professionalism throughout its area of responsibility; all while improving the readiness of these armed forces and increasing their level of property accountability. This application and the subsequent support meet the stated requirements for funding under the Foreign Military Sales (FMS), Foreign Military Financing (FMF), and Foreign Aid Programs.

Who is JLC? • JLC is a veteran-owned small business that has successfully executed contracts in finance, logistics, training, and software development. • JLC has successfully executed multi-year contracts with private and military clients in Latin America. • JLC has a fully deployable and multifunctional bilingual staff with experience performing in challenging environments overseas. • JLC developed the first logistics application, in Spanish, based on proven US military logistics doctrine –inventory and maintenance. Some of these functionalities will be included in the $100 million US Army’s GCSS-A.

What is SILC-im? • SILC-im is the first logistics application written in Spanish based on US military logistics doctrine. • SILC-im was developed with the “appropriate technology” in mind, the technology available in developing nations. • SILC-im is a logistics application that considers the maintenance and supply needs of all types of organizations –government entities, non-governmental organizations, corporations, and the armed forces. • SILC-im runs in an MS Windows environment, and the Internet version is under development. • SILC-im operates in a network environment. • SILC-im accepts national stock numbers and manufacturer part numbers. • SILC-im files may be exported to any RDBMS. • SILC-im is designed with remote technical support capabilities. • SILC-im is Y2K compliant.

How can JLC help you? • JLC will grant the needed user licenses to enhance the entity’s operations using SILC-im. • JLC will install and configure the SILC-im, and customize it as needed. • JLC will provide 24/7 system support in Spanish, and will travel on-site whenever the problem may not be fixed through remote technical support. • JLC will provide, load and configure all software upgrades. • JLC can integrate the existing hardware or provide new hardware under a turnkey agreement. • JLC may assist the foreign Armed Forces in issues dealing with training related to USAID or USSOUTHCOM. • JLC can provide the needed on-site operators. • JLC can provide initial, train-the-trainer, and refresher training in Spanish. • JLC can design, build, configure, and maintain the LAN/WAN/MAN. • JLC can translate the user interface into any language, to include Pashto! • JLC may create and provide donors’ reports.

SILC-im Functionalities • User Management: • SILC-im allows an unlimited number of users to be added. • Security Management: • the system administrator can control access to the system, selected functions, and datafields. • Catalog Management: • SILC-im allows the users to import, create and update a catalog of equipment and repair parts. • Asset Management: • SILC-im allows the users to add, modify and delete end items or systems with their respective subsystems and components, each one with a separate administrative number, but linked to each other for readiness. • Operator Management: • SILC-im allows the users to add, modify, and delete the driving records of the operators with information on restrictions.

SILC-im Functionalities (Cont.) • Inventory Management: • SILC-im allows the users to add the information of the suppliers, as well as inventory information with warehouse location and stockage level data. • Maintenance Management: • SILC-im allows the users to add, modify, and delete deferred maintenance faults with the corresponding corrective action; manage the preventive maintenance service schedule for each piece of equipment; and dispatch the equipment to authorized operators. • Readiness Management: • SILC-im allows the users to keep track of the availability of the different equipment considering the system relationship. • Report Management: • SILC-im allows the users or the donor agency to obtain predefined reports, or to create customized reports from historical data.

  24. JLC Management Antonio Jenkins-Lara is the Founder and Senior Consultant at JLC. Mr. Jenkins- Lara holds a Master degree in Finance with post-graduate studies in Economics, and has taught at the college level in American and Panamanian universities. He was a logistics specialist for the US Army in Europe and an automated logistics instructor at the US Army Logistics School. As a Senior Logistics Analyst, professor Jenkins-Lara traveled to remote sites throughout Latin America to train logisticians and to provide logistics and telecommunications support to military exercises. From 1996 to 1999, Innovative Logistics (INNOLOG), the firm led by Mr. Jenkins-Lara, managed four different logistics systems at what used to be the largest equipment maintenance and supply facility in Latin America, TEAMS. INNOLOG also held the US Army South's contract for logistics training, officer leadership, property accountability, and small arms, among others. He has written extensively in financial areas and has served as a financial and Technology consultant, as well as a telecommunications and e-commerce business developer throughout the Caribbean region. Antonio also developed critical functions associated with the logistics of provisioning fiber optic capacity in a bandwidth trading environment for Houston-based energy companies.
