Challenges • As per 61st round of NSSO survey, 12.8 m (Usual Status Basis ) labour force enters the market every year • Vocational Training infrastructure caters to the training needs of only 2.5 m - 1 m by DGE&T and 1.5 m by 11 other Ministries and Departments • Vocationally trained workforce – only 5%(One of the lowest in the world) • Productivity of the Indian worker is one of the lowest- US $ 3.05 per person per hour • Most of the 93% of workforce which is in the unorganized sector doesn’t have access to formal vocational training.

  5. Preservice VT Programmes • Craftsmen Training Scheme (CTS)- Unskilled to semiskilled • Number of ITIs : 5488 (Govt.-1922 & Pvt.- 3566) • Seating Capacity : 7.85 lakh • Number of trades : 110 • Duration : 6 months to 3 years • Entry Qualification : 8th to 12th Std. • Age : 14 to 40 years

Preservice VT Programmes • Apprenticeship Training Scheme (ATS)- semiskilled • to skilled i.e. shop floor training • Establishments Covered : 23,800 • Trades : 158 • Seats Located : 2.53 lakh • Duration of the Courses : 6 months - 4 years • Entry Qualification : 8-12th Std. & ITI pass • Age : 14 years

  7. Deficiencies in the VT in India Mismatch between skills required by the industry and skills produced by NVTS. Limited financial support by the State Governments. The system caters mainly to the needs of organized manufacturing sector which represents less than 7% of the total workforce. Shortage of trained instructors Upgradation of infrastructure has not kept pace with the technological development Lack of adequate industry interface

  8. Recent Initiatives by DGE&T • Upgradation of infrastructure in 500 Govt. ITIs- 100 Domestic funded and 400 World Bank assisted. • The objective of the scheme is to upgrade the existing ITIs in to “Centres of Excellence” (CoE)” for producing multi skilled workforce of world standard at a cost of Rs 1741 crore(Domestic –Rs 160 cr. & WB Rs 1581 cr.). • Close involvement of industry in training by forming Institute Management Committees with Industry partner as Chairman.

  9. Upgradation of 1396 ITIs in PPP mode Upgradation of 1396 remaining Government ITIs in Public Private Partnership mode at a cost of Rs 3600 crore. A lead industry partner involved in upgradation of ITI. Assistance in gainful employment by setting up of placement bureau in ITIs. Recent Initiatives by DGE&T

Recent Initiatives by DGE&T • Modular Employable Skills under • Skill Development Initiative • Demand driven short term training courses based on Modular Employable Skills (MES) decided in consultation with Industry. • Central government will facilitate and promote training while industry, private sector and State Governments will train the persons. • Optimum utilisation of existing infrastructure • Flexible delivery mechanism • Testing of skills of trainees by independent assessing bodies

Recent Initiatives by DGE&T (i) North Eastern States • Estt. of 22 New ITIs • Upgradation of 35 Existing ITIs • Total Project Cost Rs. 100 Cr • Increase in intake capacity - 8900 seats ii) Jammu & Kashmir • Estt. of one Women ITI at Jammu • Upgradation of 37 Existing ITIs • Total Project Cost Rs. 37 Cr • Increase in intake capacity - 1836 seats

Our Vision • Increase skilled workforce from 5% to about 50% by 2021 • Increase the training capacity by five times • Increase the productivity of Indian Worker from US $ 3 per person per hour to US $ 20 by 2021. • Increase trades for training from 110 to 2000 by 2021 • Improve quality of training for higher employability & productivity of worker by fixing KPIs for each ITI. • Cover unorganised sector workers also in our formal training umbrella
