What is HS Feedback Reporting? • Pennsylvania has undertaken a project to develop high school feedback reports based on the postsecondary student-level data we are now collecting in PIMS including data from the National Student Clearinghouse. • Feedback reports will be based on the postsecondary enrollments and performance of the high school’s graduating students.

  3. Building the Case for HS Feedback:The “Good” News • 7 out of 10 Pennsylvania high school graduates plan to continue their education beyond high school. • Pennsylvania ranks 7th in the percentage of full time college students who complete their bachelor’s degree. • High school graduation in Pennsylvania is 82.7% which is above the national average.

Building the Case for HS Feedback:The “Good” News • Since 2002 the number of Pennsylvania high school students taking A.P. courses has increased by 37%. • High school drop-out rates have been declining, especially so among Hispanic and African American students, producing higher enrollments in post-secondary institutions from under-represented minorities.

Building the Case for HS Feedback:The “Challenges” • U.S students haven’t been keeping pace with their peers from other nations – most notably Finland and Singapore. • Persistent achievement gaps still exist in the US. • Remediation rates have been disappointing at best; Alarming rates for new college students. • Employers continue to report that students lack the requisite skills.

Building the Case for HS Feedback:The “Challenges” • There continues to be a major gap between high school and college text comprehension. • CCSSO reported that there needs to be greater alignment between secondary and post-secondary education; Disconnect is profound. • Higher Ed. denotes entry level competencies are a major concern due to disparate curriculums at the secondary level. • This impacts the need for “developing a standardized curricular framework for English and mathematics courses.”

  7. Blazing New Trails… • Pennsylvania is set apart from other states in that high school feedback reporting is a pioneering effort. • It will allow for a greater articulation between high schools and post-secondary institutions aimed at promoting student academic success and ultimately successful career paths for our young people. • The ultimate goal is to inform high school teachers relative to making curricular changes that will impact positively on their instructional practice.

  8. What is Included? • The reports will provide a framework to begin discussions about actionable data for high school educators to inform and improve their instructional practice, curriculum, etc. • The feedback reports will include detailed data from the 14 Community Colleges and the 14 PASSHE institutions and enrollment and graduation data from the National Student Clearinghouse.

Why is HS Feedback Important? • The accountability factor has never been higher for our schools. • Rigor and relevance are of major interest to parents, businesses and post-secondary institutions. • As educators we need to have certain benchmarks that allow us to effectively meet the challenges of our profession.

  10. Why is HS Feedback Important? • We need to keep current with best practices. • Today as never before education is research based which requires collaborating with colleagues to create meaningful curriculum. • The interoperability technology standards will allow for states to share data and test items that provides national significance in developing feedback on assessment design, using feedback from post-secondary institutions.

Role of Common Core • Pennsylvania was one of the first states to adopt the Common Core through the State Board of Education. • The goal was for all students to be college and career ready through the implementation of common standards in mathematics and English language arts. • CCSSO has formed a partnership with several higher education organizations to help college systems and K-12 work closely together as the new standards and assessments are implemented.

Role of Common Core • CCSSO has also initiated discussions with states about gauging teacher effectiveness in delivering the common standards. • A recent study Reaching the Goal supports the applicability of the Common Core standards to college courses. The majority of professors surveyed indicated that “common standards in mathematics and English language arts are good reflections of the skills students must master to be successful in courses in a range of disciplines.”
