  2. PURPOSE • Present the new Electronic Export Reporting of Controlled Goods Process • Next steps

BACKGROUND • In order to streamline the reporting process for controlled goods and in response to a request from the industry, the Export Programs Unit was tasked to find an alternative reporting solution in January 2009 • The Export Programs Unit met with internal, external and OGD partners to seek their input on an alternative process • A pilot project was conducted in 2009 and a thorough evaluation completed

  4. CURRENT PROCESS • Paper based – exporters must present declarations and permits at the port of exit • Complex requirements for exporters have resulted in administrative penalties and increased costs • Inefficient and burdensome for CBSA’s Border Services Officers (BSOs)

NEW PROCESS • Exporters, who have been approved for this new process, will be able to report their export shipments electronically using either the Canadian Automated Export Declaration (CAED) or the G7 Export Reporting Electronic Data Interchange (G7-EDI) • BSOs will have access to the electronic copies of the permits through DFAIT permit database Export Controls On-Line (EXCOL)

ELIGIBILITY • During the first phase of this initiative only exporters who are multiple DFAIT permits holders can apply • At this time, exporters holding permits, licences or certificates from departments, other than DFAIT, for the same goods, will not be eligible • DFAIT permits must be current and valid for a period of at least one year • Exporters will be required to report their export shipments electronically by using either CAED or G7-EDI • Exporters will have to apply for the new process and they have to be ready to provide a paper copy of their permits if so requested by CBSA

  7. BENEFITS • Streamlined Process • Promotes compliance with the elimination of clerical errors • Better use of BSOs time • Minimal cost to the CBSA

  8. NEXT STEP • Publishing of a Customs Notice • Processing of applications • Monitoring and evaluation of the new process • Launching of phase 2 of the initiative, where the process will be open to all DFAIT permit holders
