  2. UNCLASS Purpose To provide an information briefing on the status of Army contingency contracting

UNCLASS Contingency Operation • FAR 2.101 Definitions: Contingency operation (10 U.S.C. 101(a)(13) means a military operation that: • Is designated by the Secretary of Defense as an operation in which members of the armed forces are or may become involved in military actions, operations, or hostilities against an enemy of the US or against an opposing military force; or • Results in the call or order to, or retention on, active duty of members of the uniformed services under section 688, 12301(a), 12302, 12304, 12305, or 12406 of 10 U.S.C., or any other provision of law during a war or during a national emergency declared by the President or Congress.

UNCLASS Contingency versus Non-Contingency • Micropurchase threshold • Contingency as determined by the head of the agency • $15,000 CONUS • $25,000 OCONUS • Non-Contingency • $2,500 supplies/services • $2,000 construction • Simplified acquisition threshold • Contingency as determined by the head of the agency • $250,000 CONUS • $1,000,000 OCONUS • Non-Contingency • $100,000

UNCLASS Contracting Support BrigadeMission • Assist supported commands with contract support planning and requirements • Execute theater support contracting actions in support of deployed forces • ICW the AFSB, synchronize and integrate contracting support provided by contracting commands, teams and LOGCAP

UNCLASS Contracting Support BrigadeMission • Contingency Contracting Teams are 100% Military and inherently Governmental • However, there are shortages of teams and shortages of personnel to man the teams • Future – To maintain an adequate number of staffed and trained teams, it may be necessary to augment Brigade and Bn staffs with Civilian Contractor personnel
