Background • September 29, 2004 Strategic Planning Session – Staff recommended restructuring permit and other processing fees to fully recover service costs • January 19, 2005 Budget Workshop – Staff presented additional information on specific fees within the WDD & recommended that the fees be updated in conjunction with the mid-year budget adjustment • Board concurred with recommendation and directed staff to refine the proposed fees and bring an ordinance back to the Board for consideration • Board also indicated agreement with staff’s suggestion that the ordinance include necessary language to allow future fee changes to be made by resolution rather than ordinance

  3. Ordinance No. 120 Ordinance No. 120 (Page 133 of Board packet) provides for: • Setting and amending administrative fees for various services, including permit processing • Enabling future amendment of fees by Board Resolution

Setting and Amending Fees Staff approached the process of setting and amending of fees in two steps: • Identify all fees and charges that are implied through Board policy or staff practice and list them in a Fees and Charges Table (Page 143 of Board packet) • Reviewed the effort involved with each of the specific fees presented to the Board on January 19, 2005 (Grey-shaded areas on table) and made recommendations to adjust fees to reflect actual work effort

Setting and Amending Fees • In addition to setting and amending the fees presented to the Board on January 19, the table also establishes PBCo water entitlement sale related permit fees that the District is required to create by Ordinance No. 109 (Water Entitlement Related Fees section of table on Page 150 of Board packet) • Fees not in grey-shaded areas are not recommended for change at this time but will be comprehensively reviewed during the 2005-06 budget process

Enabling Future Amendment of Fees by Board Resolution Benefits include: • Save unnecessary expense associated with preparation and publication of ordinances • Eliminates two-month ordinance process and enables fees to become effective sooner • Improve efficiency and the ability of staff to provide customer service in a timely manner

  7. Recommendation • Board approved the first reading of Ordinance No. 120 on February 24, 2005 • Staff recommends that the Board approve second reading of Ordinance No. 120
