  3. 2009 SEAT Stats • SEAT Contractors: 15 • Total SEAT Aircraft Use: 68 • Total Flight Hours: 3,800+ hrs. • Total Retardant Gallons: 3.5 million + Note: The flight hours and gallons of retardants are estimates from AMD, may not include the individual states.

Exclusive Use Contracts Still had Exclusive Use contracts during the 2009 season with other agencies except BLM. • Forest Service: 2 (John Day, OR. & Pendleton, OR.) • States: 12 (Idaho State -4 Colorado State -4 Wisc.-2 & Penn.-2 ) • BIA: 2 (White River & Omack/ABQ) • Other DOI agencies:1 ( U.S. Fish & Wildlife Richland, Wash.)

  7. RT-273 Current Year Outlook for the SEAT Program 2010

  8. 2010 SEAT Updates Contractors Available for 2010: • Will have 13 Vendors SEAT Aircraft Available for 2010: • Will be between 80 - 85. • Will be all turbine including few M-18T and Thrushes

  9. What’s New with Aircraft 2010 ? • No new aircraft introduced into the fleet. • Vast majority of the AT 802s in the fleet will be Type III, with the constant flow gate systems. • Still have the Fire Boss (2 aircraft available on the On-Call contract).

  10. What’s New with Aircraft 2010 ? Update on the Air Tractor 1002: • All new contracts have a bid line item for the new Air Tractor 1002. This allows the aircraft to be added to our fleet if it comes on line this year. • Will have a bid line in the 2011 – 2013 contracts. • Prototype flew in December of 09, and is continuing flight testing program for FAA. Most likely not be in the field for the 2010 season.

  11. What’s New with Aircraft 2010 ? SEAT Numbering System: • All contractors have been issued a block of numbers. • Anything with a 800 tanker number is a Type III. The gate system determines the Type III category (Hatfield and Air Tractor Fire Gate). All Type III SEATs are carded at 800 gallons. • Anything with a 400 tanker number is a Type IV, and is carded between 500- 799 gallons. Tanker numbers can be found on the source list for On-Call and under the Variable Term contract information on the AMD web site.

  12. 2010 Contracts ! Three types of SEAT contracts: • Exclusive Use Contracts • National On Call Contract • Variable Term Contract

  13. Exclusive Use Contracts • No changes with the exclusive Use contracts. Will still see them with the Forest Service, States and other DOI agencies except the BLM. Estimated Exclusive Use Contracts for 2010 : FS: (John Day and Pendleton OR) State: (Idaho and Colorado) BIA: (White River and & Omack/ABQ) (Note: No USFW contract this year in Richland, WA)

  14. Variable Term (VT) Contract • LAST year on the three year contract. • Still have the 30, 60 or 90 day contacts. • Requests for this type of contracting goes through BLM SEAT Program Manager and AMD. • The CORs are designated at the time the contract is awarded. • Rating will remain the same as last year. • Numbers of VT Contracts will be awarded as dictated by the fire activity during the season. • Estimating between 15 – 25 90-day term contracts awarded depending on the fire activity.

Variable Term (VT) Contract Changes to the 2010 VT Contract: None Future of the VT Contract 2011?? • The Variable Term Contract will be a part of our contracts in the future. • New rating will be established in 2011. • Anticipate the solicitation of the contract in late fall 2010 for the 2011 - 2013 three year contract cycle.

  16. On-Call Contract • Last year on the three year contract. • Still order aircraft off the Source List within your GACC. • The COR is still the National SEAT Program Manager. • Changes to the 2010 On-Call Contract: None • Anticipate the solicitation of the contract in late fall 2010 for the 2011 - 2013 three year contract cycle.

  17. SEAT Pilot Academy Changes this year….. • The Academy moved this year from Safford, AZ to Sacramento, CA. to the US Forest training center at McClellan Air Force Base. • The curriculum and class structure will remain the same as developed and taught at Safford. • The primary change in the curriculum is replacing actual aircraft flight with simulators. • The first class in Sacramento will be in November, from then on, the Academy will be held in the spring each year.

  18. SEAT Pilot Academy Some highlights of the simulators: • The design of the simulators is an AT-802 cockpit. • Funding has been approved for 2 simulators. • Both simulators will have a front and back seat for training and observations positions. • The cockpit is made up with multiple large screens that wrap around the inside of the cockpit providing the pilot with a 270 ° field of vision. • The program links to 7 other aircraft simulators like heavy airtankers, helicopters, lead planes, etc. that can interface with the SEAT during the simulation.

  19. SEAT Pilot Academy Concepts behind the change: • Intent is move towards all pilots having to pass the Academy prior to any type of carding. It will become the first prerequisites for flying in the SEAT program. • Simulators can provide year round capability for training available to the Vendors community for their company training programs. • All pilots will be required to go through the academy for 36 month refresher. (Level I and Level II) • Simulators provide an environment to incorporate flexibility with the programming, inputs, scenarios, and levels of complexity depending on the target group. • The 2 seat configuration allows an instructor / owner to observe a pilot during all phases of the simulated mission. • Simulators may be used in the future as part of the carding process. • Easier for the pilots to absorb, focus, and advance with the lesson plans and concepts when not having to solely focus on flying the aircraft in a new environment.

  20. New Re-Write of S-273 Subject Matter Experts (SME)s worked this winter with NWCG to re-write S-273 SEAT Manager Course. Some Highlights: • Developed 4 On-line modules for the pre-work. • Developed an alternate class exercise if a SEAT aircraft can not be present during the class. • Updated all chapters with new content and photos. • Added a new chapter on SEAT Manager Briefings. • Test course in March 2010 at Las Vegas.

  21. New Re-Write of S-273 • Course material will be field reviewed this spring and should be on the shelve by mid summer. • If planning on putting on a course prior to the release of the revised course, Contact the NWCG Project Lead Noble Dunn at 208-387-5694 for the updated materials.

  22. Partnership with MTDCResearch and Development New information and training videos are being developed for both pilots and ground firefighting personnel explaining the effective use of retardants and suppressants . Some of the training objectives: • Develop training aids that can help pilots form a more accurate sight picture in the cockpit when dropping retardant. -Multiple cameras were attached inside the cockpit of an AT-802 while dropping retardant at 3 different targeted heights.

  23. Partnership with MTDCResearch and Development • Develop training aids that can help demonstrate the effectiveness of the retardant drops related to drop heights. - Multiple cameras were attached on the aircraft and at ground level to record the effects of retardant being dropped at different heights. (Goldilocks theory: too low, too high and just right. ) - Too Low…retardant shadowing vegetation, covering only one side. - Too high…high degree of varying retardant coverage on veg and ground. - Just right…uniformed coverage covering vegetation and reaching ground. Develop training aids that help fire fighters in determining the appropriate operating altitudes of an aircraft. -Multiple cameras filmed the aircraft at different operating heights and will use a series of graphics to help develop aids for fire fighters. Fire fighters will be able to provide feedback to the pilot when the drop height is too low. Training Videos will be available on the SEAT Web Site later this year !

  24. New Electronic AMD 23 • Referred to as Aviation Management System (AMS) • AMS is still be developed in different phases. • AMD is currently developing “Training the Trainers” syllabus. • Some level of implementation will begin in 2010. Paper copies will still accepted this year. • Little change in the field for SEMG, will still be completing the paper AMD-23 for the 2010 season.

  26. What's New This Year ? Direction to tone both the RX and TX on the National Flight Following frequency to avoid radio interference. The project will be implemented in three phases, but will be completed by May 31, 2010. Some geographic areas located near the border are authorized to implement the changes immediately. Toning National Flight Following both RX / TX 110.9

  27. What's New This Year ? 123.975 (Air Tanker Base Frequency) will no longer be the only frequency used by bases ! The FAA changed the frequency at several bases due to interference issues with the nearby airport frequencies. The new frequencies will be posted in the Interagency Air Tanker Base Directory. The Interagency Tech Bulletin lists the changes on page two.

  30. RT-273 What’s New ? SEAT Triennial Re-fresher = RT-273 New filters have been put into the Interagency Qualifications and Certification System (IQCS) program to flag individuals who are not current with their re-fresher requirements. Heads Up !….. • Make sure your RT-273 re-fresher certificates are put into IQCS or your agencies qualification program. • Your currency depends on the date of the last re-fresher….your qualifications may expirein the middle of the season depending on the re-fresher date. Plan ahead !

  31. RT-273 What’s New ? A new section has been developed on the BLM National SEAT Web Site for instructors to download course materials for RT-273. The intent of the new section is to: • Provide standardized information given at any RT-273 • Promote more re-freshers at a local or geographic level. • Provide annual updates for all SEAT Mangers in between the triennial re-fresher. Downloads Include: • Lesson plans for each of the 8 elements required for putting on RT-273 1. National season Review 2. New Year Outlook 3. AMD Contracting Updates 4. ISOG Updates 5. Reference Material Updates 6. Safety Review 7. Security Review 8. Retardant Review • Three developed Power Point presentations for selected elements. Heads Up !Remember….all re-fresher and instructors still need to be approved at a State or Regional level depending on the hosting agency.

  37. Evaluation Forms AMD-136A: Evaluation Report on Contractor Performance • ISOG requirement to complete after each assignment. • Has established rating criteria. • Sent directly to the Contracting Officer.

  38. AMD-136A Evaluation Criteria Defines the evaluation ratings standards and criteria for ratings one through seven on the AMD-136A.

  40. Tips When Completing Evaluations • Ask for input from the field. Check with the ATGS, ground personnel and dispatchers. • Always take the time to complete the forms, your input does count towards making the program stronger and safer. • Try to provide examples of why you rated the vendor the way you did. (both high and low ratings) • How many completed an evaluation last year ?

  43. What’s New on the BLM National SEAT Web Site ? Good form to use to quickly check our base and operation! 2010 Don’t forget to use the 2010 forms.

  44. What’s New on the BLM National SEAT Web Site ? A new section will be add to the SEAT Web site titled: “SEAT Program Manager Updates” The intent of this section is to help provide the most current informational updates to SEMG in the field through the season. Check this section on the web site often and prior to departing for your assignment for the most current updates.

  45. Forms ! Changes in the 2010 SEAT forms: • There is a small adjustment on form number SEAT-001 “SEAT Pre-Use Information and Inspection Sheet” added a space to record the contract number in the type of contract section. • SEAT Managers still need to make sure to use only the forms that have the current (2010) displayed in the left hand bottom corner.

  46. National SEAT Coordinator Position in Boise working for the National SEAT Program Manager (Mark Bickham) for the 2010 Season ! General time Frame: Mid April to End of September Duties Include: • Talking to the contractors each day, inputting their flight hours, aircraft location and availability status into a national program. • Compiling daily reports used by NICC and the national office to monitor activity and facilitate the movement of SEAT aircraft. • Assisting NICC, GACCs and local agencies with identifying the closest resource for filling an order for SEAT aircraft. • Assisting NICC, GACCs and local agencies with possible available SEAT Managers. • Compiling year-end stats for the SEAT program.
