  5. SDIS What is SDIS? Satellite Digital Imaging System

Technology that enables CAP to send high resolution digital imagery from CAP aircraft to anyone anywhere in the world Images are sent as JPEG attachments via standard e-mail to multiple addresses and/or a password-protected website Imagery is transmitted near real-time. Files take less than 2 minutes to transmit. SDIS Continued

HSI – What does it do? • HSI Technology allows a sensor on a moving platform to detect reflected radiation (light) from objects on the ground. • Algorithms allow ARCHER to: • Detect spectral anomalies (things that do not “belong”) • Detect specific spectral signatures using matched filters (find things with known spectral properties) • Detect changes over time • Algorithms are applied in real-time, and require little to no user input

Role of the NOC • Act as the coordinating element between customers and the US Air Force for CAP support in Air Force Assigned Missions • Assist CAP Units in coordinating requests for additional resources to support local missions • Assist members in reporting mission results • Serve as the focal point for emergency notification NOC C2 = Coordination & Communication

  19. Know the Mission & System • CAP Mission is always support • Customer needs to request specific support • “Photo Recon of Evac Routes • Not “Have CAP Fly…..” • Customer may not know system • Be ready to advise • Don’t be afraid to refer them

Air Force Mission Training $ • Use NEC approved formula for initial allocation: • Square Miles of the wing – 10% • Total Wing Membership – 15% • Qualified Mission Pilots – 40% • Qualified Mission Observers – 35% • Utilize observer and pilot data in MIMS – that includes roll-ins from WMU, Paperless Wing, and other systems coordinated with CAP/IT & DO. • Wing budgets have been decreased to support training for new systems and aircraft as well as more focused training through the Pilot Continuation Training Program • Regions can and do hold training funds for region level training programs, and may re-distribute funds when wings are under executing their programs.

Cessna Glass Cockpit Training • Training for 42 Personnel (2 per new aircraft) • Need highly experienced check pilots/CFIIs • Ideally personnel comfortable working with high tech equipment should be selected • Personnel need a full week to complete training • 2 days for travel (one on each end) • 5 days of intensive classroom and in-flight training • Lodging and Per Diem in accordance with the Joint Federal Travel Regulations will be reimbursed • Estimated Total Cost: $71K, split between FY05 ($44K) and FY06 ($27K)

ARCHER Training • Training for 162 Personnel • Need highly experienced crew members, not necessarily pilots • Personnel must be comfortable working with high tech equipment in flight • May be necessary to require personnel to be capable of maintaining a Secret Security Clearance • Personnel need 5 full days to complete training • 2 days for travel (one on each end) • 3 days of intensive classroom and in-flight training • Lodging and Per Diem in accordance with the Joint Federal Travel Regulations will be reimbursed • Estimated Total Cost: $122K split between FY05 ($27K) and FY06 ($95K)

GA-8 Training • Training for 32 Personnel (2 per new aircraft) • Need highly experienced check pilot/CFIIs • Personnel need 5 full days to complete training • 2 days for travel (one on each end) • 3 days of intensive classroom and in-flight training • Lodging and Per Diem in accordance with the Joint Federal Travel Regulations will be reimbursed • Estimated Total Cost: $39K (All in FY05)

National Emergency Services Academy (NESA) • 11 Courses in three schools • National Ground Search And Rescue School (NGSAR) • 2 Basic Courses • 2 Advanced Courses • Team Leader Course • Wilderness First Responder Course • Incident Command System School (ICSS) • Basic Course • Advanced Course • Mission Aircrew School (MAS) • Mission Pilot Course • Mission Observer Course • NESA will be run from 22 July – 7 August 2006, in two session weeks, running Sunday to Saturday (Staff arrives one day early)

National Emergency Services Academy Continued • All Courses are conducted at Camp Atterbury, Edinburgh, IN with support from the Indiana National Guard • 2006 Student Fee: Expected to be $155 for any course • Limited scholarships are available from the NESA Alumni Association – Contact HQ CAP/DOS for more information • Students can take multiple courses in back to back sessions, but not in the same week • Personnel completing all requirements for emergency services specialties on site will receive 101 cards on site in accordance with CAPR 60-3, and take home necessary training documentation • Participants are responsible for their own transportation and equipment though some assistance may be available upon request • Interested personnel can find additional information about any course and apply online at: http://www.homestead.com/ngsar/home.html

  33. What is the NTC? • Formed in June of 1997 • Detachment of CAP National Headquarters • Made part of the Operations Directorate • Located on the Defense Supply Center Richmond (DSCR) • Near equipment sources • DoD Logistics Support

What do they do? • Depot-Level Maintenance Facility • Procurement and Distribution of all new Communications & Electronics equipment for CAP Units nationwide • $5.84M just announced for infrastructure replacement • Repair defective units from the field and return to user without charge • Coordinate repairs to equipment by vendors • Engineering assistance and consultation • Avionics Exchange Program • Assigned after the CAP Supply Depot closure

What do they do? • Radio Communications Center • Provides C3 Communications support to CAP Field Operating Units nationwide • Supports other Departments and Agencies as needed • Back-Up to CAP National Operations Center • Operation & Maintenance of Mission Essential Computer Systems • Used daily by CAP units nationwide • Supports some external customers

Communications EquipmentManagement System (CEMS) • Web-based equipment accounting system • Puts control of comm assets at the wing level • Wing DC can delegate appropriate actions to units • True “Cradle to Grave” life-cycle tracking and management of resources • Tracks assignment down to the member, vehicle or site • Warns DC 30 days before a membership expires • Reminds communications officer when annual revalidations are needed • Fills out and prints all required forms • Provides automatic email notification of on-line actions to NHQ, commander, wing DC, SD, or whoever needs it • Bar coded ID tags for ease of inventory

CAPF 18 Reporting • Reports are due by the 20th of each month • Fiscal year flying hour reports must be updated by 31 October of the next FY to meet other national reporting requirements • Negative reports are required • Be sure to include member owned flying time and report aircraft maintenance down days • Make sure aircraft maintainers and responsible staff officers update the aircraft status • If you need assistance assigning additional personnel privileges contact HQ CAP/DOS (Terry Raymond) • It is possible to assign individual aircraft custodians privileges – don’t be afraid to ask

CAPF 82 Reporting • Reports are due by the 20th of each month • Fiscal year flying hour reports must be updated by 31 October of the next FY to meet other national reporting requirements • Negative Reports are Required • The CAPF 82 is important because this allows us to make budget estimates for available funding to support customers • Wing Commanders can view data through the national web site and selecting CAPF 82 on the Forms page • If you need assistance accessing the reports or assigning privileges for your personnel, contact HQ CAP/DOS (Norm Ginther)
