Project Description • The selected engineering firm will work together with the selected Construction Manager at Risk (CMAR). • The design phase services will be performed during the 2016-17 Fiscal Year. • The construction phase services will be performed during the 2017-2018 Fiscal Year. The estimated construction cost is $9 million. • The engineering firm is anticipated to perform a more in depth assessment and provide recommendations for repairs and/or rehabilitation, which may include mechanical, electrical, and structural facilities.

Project Scope of Work(UHWTP) • UHWTP is a 160 MGD direct filtration facility • The facility treats raw water from the Central Arizona Project (CAP) Canal for ultimate distribution to the COP potable water distribution system. • The WTP treats the CAP canal water with various operations and processes consisting of: • Raw Water System (Preliminary Treatment- Inlet, Pump Station) • Pretreatment Facilities (Rapid Mixing, Flocculation Trains, Sedimentation)

  7. Project Scope of Work (WHWTP)(Continued) • Chlorination, Fluoridation, Caustic Soda, Sulfuric Acid, Ferric Chloride, Powdered Activated Carbon (PAC) • Treated Water Storage Reservoir • Used Water Recovery System (UWRS) • Solid Handling Facility

Project Scope of Work (WHWTP)(Continued) • The WTP treats the CAP canal water with various operations and processes consisting of: • Raw Water System (Preliminary Treatment- Inlet, Pump Station) • Pretreatment Facilities (Rapid Mixing, Flocculation Trains, Sedimentation) • Filtration (GAC Filters) • Chlorination, Fluoridation, Chemical Systems (Sodium Hydroxide, Sulfuric Acid, Ferric Chloride) • Powder Activated Carbon • Solids Handling/Used Water Recovery Systems • Treated Water Storage Reservoir

  9. Project Scope of Work (WHWTP)(Continued) • The City anticipates the rehabilitation for the following systems but not limited to: • Raw water pumps & piping segments • Pre-treatment solids scraper system • Power activated carbon feed system • Finished water pumps

  12. SBE–Small Business Enterprise Program The City of Phoenix strives to advance the economic growth of local businesses through its Small Business Enterprise (SBE) Program. The City requires the participation of SBE firms throughout all phases of contracts.

SBE Program Requirements • Subject to City of Phoenix Code, Chapter 18, Article Vl, pertaining to the participation of Small Business Enterprise (SBE) firms • SBE utilization goal is TBD% • SBE Goal established by Goal Committee at substantial completion of design • The successful submitter is required to meet or exceed the Required SBE Goal for ALL work performed on the construction contract

SBE Pre-Award Requirements CMAR • No SBE documents due submittal time • A directory of all eligible certified SBE firms is available online at: https://phoenix.diversitycompliance.com • “Good Faith Efforts” • If Contractor is unable to meet the goal • Must submit fully documented waiver request

  15. Post-Award SBE Requirements • To be counted for credit towards SBE utilization, the certified firm must perform a commercially useful function in their certified scope of work. • SBE firms must be certified at the time of each job order agreement. • SBE documents due to EOD at each GMP • Contractor’s Statement of Proposed SBE Utilization • Letter of Intent to Perform as an SBE Subcontractor/Supplier

Statement of Qualifications Criteria (Continued) • Each page side with criteria information will be counted. • Pages that have photos, charts, and graphs will be counted toward maximum number of pages. • Front and back cover, Cover Letter, Table of Contents and tab dividers will NOT be counted toward the maximum page limit, UNLESS they include information that may be considered by the selection panel.

Statement of Qualifications Criteria (Continued) • Grounds for Disqualification: • Receipt of submittal after specified cut-off date and time. • Too few copies of the submittal. • Deposit of submittal in the wrong location. • Violating the “Contact with City Employees” policy which is contained in the RFQ.
