Language within the Nodal protocols implies that all Resources, including Load Resources, have a requirement to enter outages in the ERCOT Outage Scheduler. • 3.1.1 Role of ERCOT • ERCOT shall coordinate and use reasonable efforts, consistent with Good Utility Practice, to accept, approve or reject all Outage schedules for maintenance, repair, and construction of both Transmission Facilities and Resources within the ERCOT System. Similar language can also be found in the zonal protocols. The fact is that to date ERCOT has interpreted this to be exclusive of LaaRs and therefore the existing outage scheduler was not designed for LaaR input. TPTF Meeting

ERCOT does not understand the value of having Load Resource outage information in the outage scheduler for the following reasons: • Load Resources are only available to ERCOT if they are procured to provide Ancillary Services • Ancillary Services will be procured in the DAM and therefore long term outage information would have no use • ERCOT currently cannot foresee a reason to decline a Load Resources request to take an outage TPTF Meeting

  4. ERCOT Recommendation: • Request TPTF to tentatively agree with the concept to remove Load Resources from inclusion in the Outage Scheduler. This approval will improve ERCOT resource efficiency during that portion of the requirements writing process. • If agreement is reached NPRR and related PRR will be submitted with the following expectation: • PRR be approved with no system changes • NPRR approved TPTF Meeting
