  2. Democracy • Democracy is the when the power is with the people • They elect members to government through a vote • Can replace government in the next election • The more people who can (and do) vote the more democratic the system.

What is Confederation? • Confederation • A union between the colonies • Charlottetown (1864) • Delegates from NS, NB, PEI, Province of Canada • Newfoundland not invited until too late • Delegates gave speeches explaining their idea of Confederation and the benefits • Delegates decide a union would be a good idea • Delegate decided think more on these ideas and to hold a second meeting in Quebec, Canada East the next month

Quebec Conference • Quebec Conference • Delegates from NS, NB, PEI, Province of Canada, and Newfoundland • Discussed for two weeks how union would work • Disagreement on how power was to be shared • Delegates take 72 resolutions back to the people of their province with the aim of convincing them it was a good idea.

  5. Debate: Why Confederation? • Threat from USA • American politicians begin talking about taking over the prairies for farmlands and the goldfields of BC • British government no longer interested • Easier to defend colonies if there was a union

  6. Debate: Why Confederation? • Trade • Colonies would benefit from a shared currency • Colonies would benefit from free trade between each other

  7. Debate: Why Confederation? • Railways • Shared cost of building a railway connecting the colonies for trade and transport of militia and soldiers if BNA invaded

  8. Debate: Why Confederation? • Land • People believed that as a union the colonies would be better able to buy more land in Rupert’s Land (owned by the Hudson’s Bay Company) for new immigrants. • Having more people out west would help keep Americans out.

Decision Time • Winter of 1866-67 • Colonial delegates go to England to meet British Officials • Work on rules • British North America Act, 1867, became the set of rules and Canada’s first constitution • On July 1st, 1867 Queen signed the document creating the Dominion of Canada. • Colonies joining in 1867: • Province of Canada (Canada East & Canada West) • NB • NS
