  2. Replaces 80/20 Rule • Replaces 80/20 rule used during previous competitions to evaluate progress on previously funded CDBG grants • DCA will review criteria during the later stages of application review (usually around August 1st) December 6-8, 2010

  3. For Applicants Funded in 2010 • Meet one of the exceptions to the “every other year” rule • All Special Conditions are cleared • Funds have been released • For public facility, multi-activity, or economic development projects, all engineering design work complete and submitted to the cognizant agency for review • For housing or multi-activity projects, local policies and procedures must have been submitted to DCA for review December 6-8, 2010

  4. For Applicants Funded in 2009 • Fifty percent of budgeted funds drawn down and spent December 6-8, 2010

  5. For Applicants Funded in 2008 orEarlier • One hundred percent of budgeted funds drawn down and spent December 6-8, 2010
