Governance • The Department of Canadian Heritage (PCH) is responsible for providing a horizontal, coordinated, strategic, and whole-of government approach to 2010 Winter Games • 2010 Federal Secretariat established in 2001 to ensure coordination of federal activities • Federal Coordination Committees established: The Deputy Ministers' and Heads of Agencies Steering Committee; The Representative Working Group (Assistant Deputy Minister level); Essential Federal Services Committee • Work closely with Privy Council Office Coordinator for 2010 Olympic and G8 Security in the delivery of Essential Federal Services • Department of Canadian Heritage readiness has been assessed through aFormative Evaluation in 2008

Measuring Impacts – A unique study • Ministerial approval obtained in 2007 • Memorandum of Understanding with British Columbia • Request for Expressions of Interest, and Proposals processes • Contractor selection • Methodology development • Input on methodology, program and policy initiatives sought from a wide range of federal departments and agencies • Designed: • To measure the actual impacts in real-time, a deliberate effort to go beyond ‘projection’ studies • To be independent and objective • Longitudinal, pre, during and post-Games • Eight theme areas, social and economic, linked to Federal Hosting Policy • Impacts on specific groups, including Aboriginal People, Official Languages minority communities, Persons with a disability • Not a program evaluation of VANOC • Does not consider non-Games related ancillary infrastructure and impacts

HorizontalProgram Evaluation • Results-based Management and Accountability Framework (RMAF) and Risk-based Audit Framework (RBAF): to plan, measure, evaluate and report on results and integrate risk concepts into the program management strategies • Developed in collaboration with departments and agencies that have received funds to deliver essential federal services or to leverage the 2010 Winter Games • Comprises a Logic Model and a Performance Measurement Strategy to outline each department and agency’s legal or jurisdictional responsibilities with respect to the Winter Games • Provides a basis for various internal and public performance reports; audit and evaluation activities • Interdepartmental Evaluation Working group – Quarterly reviews

Conclusion • Opportunity to leave a policy research legacy • Future uses for Impact Study • Data source for performance measurement and program evaluation • Source of information for the Government of Canada’s Horizontal Public Final Report • Evidence-based policy development and the global pool of Games hosting knowledge • Canada, future hosting investment decisions • London 2012, Sochi 2014, Rio de Janeiro 2016 • Showing positive impacts in many areas • During the Closing Ceremony, President Jacques Rogge gave his heartfelt thanks to the people of Canada for their fantastic support “Thank you to the people of Canada, for your generous hospitality, your warmth, and this unique and joyous celebration of Olympism.” These Games will no doubt be remembered fondly for many years to come.
