  2. Presentation outline • Why review projects? • What kind of projects will be reviewed? • How will the projects be reviewed? • How will projects be ranked? • How will the projects be listed? • How many project reviews will there be? • What’s next?

  3. Why review projects? • Determine the projects that will help implement the “updated” IRWMP • Of these projects, rank them according to how well they help implement the IRWMP • The upcoming review is not to select projects to put in a grant proposal

What kind of projects will be reviewed? • Water resources management-related projects that help implement the IRWaterManagementP • Project types • Water supply and water quality • Wastewater and recycled water • Flood protection and stormwater management • Habitat protection and restoration • Climate change adaptation and mitigation • Your favorite off-shore, oil-drilling project will not be reviewed

  5. How will the projects be reviewed? Phase 1 • The subregion in which the project is located will conduct initial review • Only projects with a completed template will be reviewed • Projects will be reviewed to ensure they: • Meet IRWM goals • Comply with DWR guidelines • Benefit the Region • Projects that meet these requirements advance to Phase 2 North East West South

  6. How will the projects be reviewed? Phase 2 • Scoring and ranking of all projects advanced by the subregion, as well as all regional projects • Review will be conducted by the Project Screening Committee of the Coordinating Committee • The PSC’s recommendations must be approved by the entire Coordinating Committee

How will projects be ranked? • Ranking will be based on: • IRWMP goals and objectives • DWR guidelines on scoring criteria and objectives • Contribution to IRWMP objectives • Relationship to Resources Mgmt Strategies • Technical Feasibility • Specific benefits to DAC water issues • Specific benefits to Tribal water issues • Environmental Justice considerations • Project costs and financing • Economic feasibility • Project Status • Strategic considerations – regional approach • Contribution to adaptation to climate change • Contribution to reducing GHG emissions

  8. How will projects be ranked? • DWR provides guidelines but does lets IRWM Regions determine priorities and process • A scoring matrix with points based on criteria identified by DWR is being developed now

  9. How will projects be ranked? • Tier 1: top 50 projects scored • Tier 2: all projects not on the Tier 1 list but that still received more than 50% of points on scoring matrix • Tier 3: all other scored projects

  10. How will the projects be listed? Two lists: • Active Project List • Master Project List

Project Listing : Active Project list • Only Active projects are evaluated in the PRP • Includes new projects and existing projects (from 2006 IRWMP and Appendices) • Existing projects must be updated and submitted with current project template • Final list of Active Projects will only include projects considered in Phase 2 • Only “active” projects will be considered for inclusion in a grant proposal • BUT there will be additional opportunities for Project Review

Project Listing : Master Project list • Includes all Active projects plus all other water resource management projects that have not met the criteria for review in Phase 2 • Proponents may ask to have a project removed • Projects will only be removed by the CC if they are not water resource management-related

How many project reviews will there be? • Each time the IRWMP is updated (like now) • When the Coordinating Committee issues a “call for projects” between IRWMP updates • When new or existing projects are recommended to be included in a grant proposal (not now) • Notice to IRWMP listserve and on website on these occasions

  14. What’s next? • Identify new projects and/or update existing projects and submit them via the website using the project template • Complete the template, particularly Sections 1 and 2 • September 1, 2012, template submittal deadline for a project to be reviewed for this Plan Update
