Need for GGRC as single implementing agency for MI Scheme • Subsidy was available under different schemes and sub-schemes having varying subsidy assistance norms. • Farmers were getting confused because of the procedure for granting assistance, norms for assistance, terms and condition etc. vary from different Govt. Department to Departments who were implementing the Scheme. • It was therefore, considered by the Government to put all efforts into an integrated approach in such a way that provisions under various schemes are uniform and their inequalities & anomalies should be removed and available funds under different scheme & sub-scheme heads should be utilized efficiently and benefits will be extended to more and more farmers of the State effectively. This led to formation of Gujarat Green Revolution Company Limited (GGRC).

Vision and Mission • VISION • To achieve a sustainable natural resource management regime in agriculture sector in the State of Gujarat • MISSION • “To promote the concept of Micro Irrigation System amongst the farmers of Gujarat as a tool for wise usage of resources resulting in higher agricultural productivity, thus, improving their livelihood and empowering them to participate meaningfully in the growth of the Agriculture Sector in the State.” • “As an implementing agency using state-of-art technology to process the Micro Irrigation Scheme on behalf of Government of India and Government of Gujarat.”

Purpose and Priority: • To implement uniform Micro Irrigation Scheme in the state of Gujarat • To remove all the inequalities and anomalies and Fund available under different scheme and sub scheme heads are utilized efficiently and benefits are extended to more and more farmers of the State effectively. The Micro Irrigation Scheme Implemented through GGRC has completed 8Successful Years

  8. C-MIMS(Centralized Micro Irrigation Monitoring Systems) An IT Enabled Software Application used for implementing OFWM Component under NMSA By GGRC

Genesis of C-MIMS • Management decided in 2008 to revamp existing delivery mechanism System • Planned to develop IT enabled business modules which facilitates complete access of information to the participant stakeholders i.e. Farmers, GGRC, SUPPLIERS & TPIAs (Third party Inspection Agencies) for smooth and fast processing of MIS applications • This led to the birth of C-MIMS (Centralized Micro Irrigation Monitoring System) • It consist of 3 Software Modules. • GDRS Module GWORKS Module • GSPRINK Module

Operational Modality followed by GGRC • GGRC follows 3 steps Step 1: Issuance of Work Order (from Registration to sanction of design and cost estimates to Work Order) Step 2: Signing of Tri/Four Party Agreement and release of Advance Payment (for Drip only) ( Material Supply, Installation and Trial Run of MI System) Step 3: Disbursement of subsidy and Release of Final Payment to MIS Supplier

Salient Features of the modules • GDRS Module(GGRC Remote Data Registration System) – Developed for processing of • Step 1: Issuance of Work Order (from Registration to sanction of design and cost estimates to Work Order) • Entry by Suppliers for MIS registration and Quotation details is running live with approx. 800 Registrations on a working day. Onus of data-entry shifted to owners of data. GGRC has to do verification work only. • Salient Features : • Remote connectivity with access controlled login page from anywhere in Gujarat for Registration (Duplication Case Checking) • Entry of Technical parameters including Cost and Design (Quotation Generation by technical person from MIS Supplier). • Verification of physical file(with all relevant records) with online data at GGRC . • Automated processes like Remote Query solving if any. • Automated issuance of Work Order and authenticated deliverance to MIS Suppliers thru an e-mail, • After issuance of Work Order remaining 2 steps will be processed in GWORKS Module

Cont… GWORKS Module – developed for processing of Step 2: Tri/Four Party Agreement and release of Advance Payment (for Drip only) ( Material Supply, Installation and Trial Run of MI System) Step 3: Disbursement of subsidy and Release of Final Payment to MIS Supplier Salient Features : • Verification of physical TPA with online data • Cross verification of deposited Farmer Share with bank instrument submitted by MIS Supplier. • Issuance of TPA approval letter and release of advance payment. • Online intimation of material supply to farmers by MIS Supplier. • Automated random allocation of inspection calls to TPIAs • Online call notice to TPIAs for verification of material and Trial run of MI System • GPS based location identification through Geo tagging and uploading of e-Capture photos from the site (Through Mobile application). • Invoice generation by MIS supplier for faster verification and clearance at GGRC HO

Cont… • i) Physical verification of Trial Run Report with online data at GGRC • Beneficiary wise Final subsidy and Final Payment is done in separate application module - Financial Accounting System (FAS) • Final subsidy calculation and Disbursement of Subsidy to farmer account maintained at GGRC (Bank in case of Loanee Farmers) • l) Disbursement of final payment to MIS Supplier.

Cont… • GSPRINK Module – GGRC Sprinkler System – This module is developed only for Sprinkler Irrigation System with fixed standard design and cost of MIS Components. • Salient Features : • This Module is designed for quick delivery system by MIS Suppliers. • Online generation of Work Order by MIS Suppliers from registration to TPA (submission of physical file to GGRC). • After online submission of TPA the case will be processed at GGRC in GWORKS Module. • Physical file (with all relevant records) verification with online data. • Automated processes like Remote Query solving if any.

  15. ADVANTAGES OF C-MIMS Tracking of individual file status - to Farmers and Suppliers. Automated distribution of Third Party Inspection calls for inspection of MI Systems on farmer’s field thereby reducing human intervention and bias. Suppliers/Third Party Inspection Agencies (TPIAs) provided with automated Dashboard for follow-up of pending cases Online monitoring of work done at site through mobile based e-Capture application Lead time for clearance of a File narrowed down to 50 days for processing of files from registration to MIS Installation.

  16. Physical File Tracking From 2013-14, Bar-coding system has been introduced for easy identification of file at each stage of processing and minimizing human mistakes for file processing. Annexure numbers given to all physical documents and checklist is printed on physical file for easy verification. Different color code assigned to physical files for drip and sprinkler system, Different color pages has been assigned to workorder, TPA approval letter and approval letter for Govt. Contribution. A Unique number generated at the time of registration is assigned in ascending order in each rack fixed for district.

  17. Support Modules for C-MIMS • INSURANCE Module - Online Real-time Insurance premium calculation based on Trial Run Date confirmation from site. Auto email-report generation system developed for mass insurance policy to be sent to Insurance agency. • GPS Enabled – Inspection Mapping System – Inspection agencies are provided with secure embedded Mobile Application Software which is GPS enabled to click MIS installation at remote site and send tamper free pictures with embedded Latitude & Longitude of location for verification of MIS installation. • DIGITIZATION – Application software to store all the MIS application files in soft format. • FAS- Finance Application System integration with MIS for faster payment/receivable with payment gateways linking Suppliers, Inspection Agencies & Banks • Central Subsidy – Scheme head wise bifurcation of Subsidy according to Government guidelines. • Decision Support System – Decision Support System facility for higher Management providing Graphics of MIS data for faster real time analysis using drill down concept.

C-MIMS Future Planning • Introduction of Bio – Metric system for ensuring authentication of beneficiary farmers with devices like Webcam, Finger Print Scanner and Signature Pad will be introduced for registration process. • At the time of Registration, Farmer image will be captured through webcam for photo identification, Finger Print Scanner to scan finger print of farmer and to take digital signature of farmer. • Scanned Finger Print of farmer will be used for authentication at the time of TPA/FPA. • Signature pad is used to capture digital signature for used on all the documents of an application. • Information captured by Devices will be used in different online reports like Farmer registration form (Form 1), Work Order, TPA/FPA Documents etc.
