Safeguarding Children and Public Health In 1999 WHO recognised child abuse as a major threat to public health impairing the health and welfare of adults as well as children The long-term consequences for children who have been abused may be: • Emotional and psychological problems e.g. self harm, depression, eating disorders, suicide • Alcohol & drug dependency • Physical effects • Sexual health issues
How many children are affected in Wales? • In 2009 32% of children were living in poverty in Wales (Joseph Rowntree Foundation) • Up to 1.4 million children in UK have parents with substance misuse problems • In 2009 Welsh Women’s Aid supported 2,500 children affected by Domestic Abuse in Wales • In 2010 2,750 children were on child protection registers in Wales, 1,995 under 9 years old Shouldn’t we know how to help them?
Healthcare Standard 11 Organisations and services promote and protect the welfare and safety of children and vulnerable adults by: a) conforming to legislation and guidance; b) ensuring effective multi-agency working and co-operation; c) training and supporting staff to recognise and act on issues and concerns, including sharing of information; and d) sharing good practice and learning. ...as well as Children Act 2004 section 28

Training • Mandatory, every 3 years • Most staff need level 2, Trust Board have been trained BUT • TNA showed compliance level of 27%, with 857 out 0f 1200 having NEVER completed this training • Attendance is very poor • E Learning
Risks For children: • Untrained staff • Unchecked staff • Projects not risk-assessed ...and for Public Health Wales
