National Response Plan • Homeland Security Presidential Directive HSPD-5 • Released 28 Feb 03 (latest update 25 May 06) • Directs all Federal departments and agencies to comply with NRP • NRP is an all-discipline, all-hazards plan that establishes a single, comprehensive framework for the management of domestic incidents • It provides the structure and mechanism for the coordination of Federal support to States, local, and tribal incident managers and for exercising direct Federal authorities and responsibilities. • National Incident Management System (NIMS)

DCE Responsibilities • Deploy consistent with current response plans • Represent DoD in the disaster area • Provide liaison to state, local, and other Federal agencies • Validate mission assignments from FCO • Determine best military resource for mission • Command and control of deployed DoD forces
DCE Concept • Collocated within the FEMA Regional Headquarters - Managed by the DCO, an Active Component Colonel • Building synergy & habitual relationships with: • FEMA staff • State Emergency Responders • State National Guard Leadership • Base Support Installations (BSIs) / Federal Operations Staging Areas (FOSAs) • Subject Matter Experts for their Region • ICW Federal and State Representatives: • Plan • Coordinate • Prepare • Integrate and train with regional partners • Support, when directed

DCO Must Approve NORTHCOM reviews request and submits to JDOMs FEMA Req DoD Assistance by submitting a Mission Assignment (MA) State Request Federal Assistance JFCOM Joint Staff DoD JFCOM Order FORSCOM MARFORCOM USFLTFORCOM ACC Joint Director of Military Support (JDOMS) - Sec Def Approval * Execute Order * Deployment Order Supporting Combatant Command tasked to provide the asset (s) needed
Potential Support Requirements • Specified DOD Missions include: • AVIATION SUPPORT • SEARCH AND RESCUE SUPPORT • MEDICAL EVACUATION SUPPORT • AIR TRAFFIC CONTROL SUPPORT • AVIATION COMMAND AND CONTROL • MEDICAL SUPPORT (LEVEL 1 AND 2) • LOGISTICS DISTRBUTION SUPPORT • ENGINEER SUPPORT • COMMUNICATIONS SUPPORT • FEMA will fund assistance once Mission Assignment # is assigned • AMC/ASC support will deploy with habitually supported units when they are called forward.
