SCOHTS STRATEGIC PLAN OVERVIEW • Vision To lead the development and implementation of a national strategic safety plan that complements the AASHTO vision of being a catalyst for safety program excellence and a mission which advocates for and supports states in moving the country solidly in the direction of a “Toward Zero Deaths” vision.

SCOHTS STRATEGIC PLAN OVERVIEW Mission • Establish highway safety as a national priority by advancing the AASHTO strategic goal of cutting fatalities in half on all public roads by 2030 through cooperative efforts. Encourage active partnerships with federal, state and local governments and nongovernmental organizations in the coordinated development and implementation of Toward Zero Deaths: a National Strategy on Highway Safety.

SCOHTS STRATEGIC PLAN OVERVIEW SCOHTS Strategic Plan Goals • Partner in development and implementation of a national highway safety strategy and development of appropriate performance measures • Institutionalize the AASHTO Highway Safety Manual • Identify and promote key national and state safety legislation.

SCOHTS STRATEGIC PLAN OVERVIEW SCOHTS Strategic Plan Goals – cont. • Provide world class safety technical services. • Ensure a knowledgeable and competent safety workforce. • Develop a governance structure and communication system, which effectively accomplishes the AASHTO charge, completes tasks as outlined in the SCOHTS Strategic and Implementation plans and creates cross-cutting synergy among SCOHTS, its subcommittees, other safety related AASHTO standing committees, and external, safety-focused organizations.

SCOHTS STRATEGIC PLAN OVERVIEW • Implementation Plan development • Developed in tandem with final stages of SP development • Timelines and implementation responsibilities added as Steps to each SP Action • Final draft distribution to SCOHTS in April for review/comment • Final draft and implementation steps to be discussed among Key Circle, SCOHTS leadership and SM Sub Committee Task Group chairs Thursday evening • SCOHTS leadership and TG chairs to decide review and update frequency

SCOHTS STRATEGIC PLAN OVERVIEW Remainder of the SCOHTS meeting and beyond . . . • Goal-related agenda items to be presented Wednesday and Thursday • Providing an overview of the goal • Leading a group discussion on the content • Thursday afternoon session on Goal 6 to discuss Strategic and Implementation Plans and Subcommittee relationship • SCOHTS leadership and Sub Committee Task Group chairs meet Thursday evening to review Committee comments
