Introduction • Word of appreciation • Chair, Statistics Advisory Council (champion) • Director and staff, CSO (enthusiasm) • Stakeholders who have made a contribution to process of designing the NSDS • Minister of Finance who since last workshop announced that government was to consider making CSO an autonomous agency • Purpose of workshop • understanding of the basis for the NSDS • receive & discuss proposals for the NSDS • Reach broad consensus on strategies for the development of the NSS

Rationale for NSDS • Although statistical advances made, still some weaknesses in National Statistical System • Need for a holistic & strategic approach to address these weaknesses • Approach provided for in: • Marrakech Action Plan for Statistics (MAPS) - 2004 • Reference Regional Strategic Framework for Statistical Capacity Building in Africa (RRSF) - 2006 • International partnerships for statistical development (NSDS) • PARIS21 (Guide and principles) • African Development Bank/World Bank (financial & technical assistance)

NSDS Processes • process as important as the Plan • Used as opportunity for statistical advocacy • process participatory and inclusiveinvolved multi- stakeholder consultations: • Government ministries, departments and bodies (PRB, MRA, Bank of Mauritius) • Parliamentarians • Private sector • Labour Unions • University • “ People support what they help to create” • process was “best-practice” compliant (PARIS21 principles & guidelines) • Process involved a review of Statistics Act

Highlights of the NSDS • Vision: • To be a key provider of world-class statistical • information. • Mission: • To provide coherent, timely, relevant and reliable statistics, consistent with international principles and standards, for effective policy and decision-making, and for monitoring national development processes.

Vision, strategy and action plan The vision shapes the strategy, which in turn shapes the plans that support it Vision 10-20+ years The time horizon decreases as you descend, with plans typically looking only one year out. Strategy 3-5 years Certainty generally increases as time horizon decreases Action Plans 1 year

Monitoring, Evaluation, Reporting, Feedback and Learning • performance indicators identified • Quantitative indicators are statistical measures such as numbers, frequency, ratios, etc. • Qualitative indicators are judgmental and perception measures of congruence with established standards, presence or absence of specific conditions, level of user satisfaction, etc.

Monitoring reporting mechanisms & feedback • Identify what types of reports, how frequently, who should produce them, who are recipients • Quarterly Progress Reports • Annual Reviews • Mid-term Review • Terminal Review • importance of feedback e.g. from users • How monitoring information is used • where outcomes are being achieved, strengthen them • where progress is difficult, try different approaches or activities • where activities-outputs are obsolete, abandon them • Use performance information for organizational learning • make inputs, activities & other implementation adjustments • learn as go along • NSDS a living document
