  1. Small Wind Certification Updates Brent Summerville Technical Director Small Wind Certification Council Michael Klemen SWCC Certification Commissioner

  2. SWCC • Independent Certification of Distributed Wind Turbines • Small Wind (200 m2 swept area or less) • Certification to AWEA Standard 9.1 • New Medium Wind Program (>200 m2) • Performance Certification to IEC Standards

  3. Certification of Small Wind Turbines to AWEA 9.1 • Tested for safety, function, performance and durability • Designed to the Standard • Standardized ratings, consumer comparison • Accredited by A2LA for small wind certification Bergey Excel 10

  4. AWEA Standard Update • Promulgating the AWEA Standard as ANSI national standard • AWEA SWT-1 (Small Wind Turbine Standard) • Draft to go out soon for comment • Brent Summerville (SWCC), Jeroen van Dam (NREL), Troy Hewitt (Intertek) appointed as subcommittee by AWEA Standards Development Board • More info Thursday, NREL meeting

  5. New Medium Wind Performance Certification Power Performance Certification per IEC 61400-12-1 • Acoustic Performance Certification per IEC 61400-11 Photo, Dave Kiedrowski

  6. Certified turbines Fully Certified • Bergey Excel 10 • Bergey Excel 6 • Evance R9000 • Eveready Kestrel e400nb • Skystream 3.7 • Kingspan KW6 Conditionally Certified • EoltecScirocco E5.6-6 • Gaia GW 133 Power Performance Certification • Endurance S-343 10+ others in process. 3 new turbines last week under contract: Pika and Star Wind Turbines Kestrel e400nb

  7. What about the Skystream? • The Skysteam 3.7 certification remains valid • Certification must be renewed annually (Dec 19, 2013) • We have Policies in place for change of ownership Photo, Chris Stahl

  8. Global Reciprocity • Wind is a global business • Harmonized Standards & Reciprocity agreements • test once, certify everywhere • US, UK, Japan… Evance R9000

  9. Commissioner Perspective • Mike Klemen • Mechanical Engineer/Computer Scientist • Most know his www.ndsu.nodak.edu site • SWT testing, data acquisition • Home Power articles • small-wind-home

  10. The SWCC Commissioners • SWCC Commissioners review technical reports from Brent, the Technical Director • Mike Klemen, Nolan Clark, Malcolm Lodge • Each has their strengths and spotdifferent anomalies that need clarification • The experience of the 3 commissioners is complimentary to each other

  11. What Commissioners do • Review initial Certification Applications • Check basic specifications to make sure things like swept area calculations are correct, that the documentation is consistent, and ask for clarification on this that don't make sense

  12. What Commissioners do • Review and approve/deny variations from the standards • Sometimes variations are allowed • Sometimes testing must be restarted if major changes are made

  13. What Commissioners do • When the final report is submitted, we review hundreds of pages documenting the procedures, data, and analyzedresults

  14. Key points for Mike • My strength is in reviewing data.  I have taken years of data from my turbines and done lots of data analysis.   • I review data with a fine tooth comb. I pay particular attention to design specs, and verifying that the performancefalls within those specs.  • I pay lots of attention to the safety and function test, verifying that the turbine is protecting itself and is under control

  15. Example, RPM data are critical Thanks WEICan
