  2. Water Supply Update • Tonight’s summary will include information on: • Current status of water supply options • Pilot results of ASR Well No. 2 • Site recommendations for ASR Well No. 3 • Location of 550-foot zone Reservoir No. 2 • Fluoride update

  3. Seeking a Water Supply • Supply capable of meeting: • Current demands – 14 MGD (peak day) • Future demands – 19.37 MGD (peak in 2050) • Options under review: • Joint Water Commission • Portland Water Bureau • Willamette River Treatment Plant

  4. Joint Water Commission • Tigard has been granted partnership into JWC • A “leasing” partner • Does NOT give Tigard water rights • Does NOT give Tigard ownership in JWC

JWC Leasing Agreement • Summer Leasing Program • May 1 thru October 31 • Use of stored raw water (not “river flow”) • Lease “unused” facility capacity to others • Stored Raw Water (Hagg Lake) • 1,730 acre-feet leased to Tigard (563.72 million gallons) • Water Treatment Plant Capacity • 4.0 million gallons per day leased to Tigard • Transmission Line Capacity • 4.0 million gallons per day leased to Tigard

Tualatin River Water Supply Project • Phase 1 - Feasibility study • COMPLETED • Phase 2 - Permits & Environmental Assessment • Currently underway • Scheduled for completion in approximately one year • Evaluating project reliability • May require partners to reduce initial volume request • Based on weather and size of watershed • Impact on Tigard? • Provide 100% of demand thru 2050

Portland Water Bureau • Wholesale Water Contract: • Negotiations continue • Data indicates PWB will NOT be the least cost alternative • Contract renewal deadline • Executive session planned for June 8th, 2004 • All wholesale customers must decide by June 30, 2004 • Contact expires June 30, 2007

  8. PWB Minimum Purchase • Portland’s Minimum Purchase Plan • Requires Tigard to take/pay for 60% of annual need • JWC supply reduces Tigard’s need for Portland water • Penalty costs range from $100–300K annually • Consultants are developing strategy to minimize cost

Willamette Treatment Plant • Continue to consider Willamette as an “option” • Preliminary meetings have been held with: • Tualatin Valley Water District, Sherwood & Tualatin • Items discussed included • Water quality test results • OSU’s report on fish deformities • Shift in attitude from “anti” Willamette River activists • Tualatin to host an Open House

ASR Well No. 2 • Drilling of pilot hole completed April 7, 2004 • Total dept 1,012 feet below ground surface • Results confirm ASR No. 2 will be a productive well • Specific capacity calculations show 15 - 17 gpm/ft • Air lift has been conducted and confirmed • Drilling has been authorized to proceed • Ream well to an ultimate diameter of 24 inches

ASR Well No. 3 • Staff continue work on location of 3rd ASR well • Two sites have been identified • Eagles View Subdivision (old Baggenstos site) • Preferred site • More headroom for storage • Historical data from domestic wells located at the site • Future reservoir parcel (SW 150th & Woodhue St.) • Eagles View HOA has declined our request

  12. 550 – Foot Zone Reservoir No. 2 • CUP application has not yet been resubmitted • Appears the reservoir is still included in plan • Due to delays, construction will not begin this summer • Alternative sites • Consultants have provided alternative sites • Staff work to review these alternative sites
