  6. Blended learning is a requirement for learning and development in the 21st Century. • It is a significant weakness in Police Learning and Development now. It poses one of the greatest challenges • It needs to be addressed as a priority. • Barriers need to be removed. • There is a need for stronger partnerships – Forces NCALT and the Private Sector.

HMIC Position • all content has undergone community consultation in accordance with APA Guidance • forces are required to use the IPLDP Central Authority participant registration scheme • Centre of Excellence Diversity Programme Board ensure that users of the diversity website wishing to undertake NCALT e-learning modules use their force MLE

National learning Strategy identifies requirement for e-learning policy and protected learning time • Centrex provide national guidance on the development of e-learning programmes, including quality assurance, which is incorporated into the PLDE Models for learning • ACPO e-learning group and the PLDE develop a robust national framework for costing e-learning

NCALT engage with Force IT Managers as well as Training Managers to ensure that IT infrastructures are in place to support access to NCALT and the creation of MLE domains • Centrex/NCALT engage with Forces to address the issues around sign on, site navigation and accessing of learning materials • Centrex/NCALT review the process for approving and uploading packages to the NCALT site for national use to ensure it is fit for purpose, and ensure that availability of the process is fully communicated to the service
