  1. ISTEP Ethical Testing Procedures Test Administration Training

  2. We will review • Test Storage Protocol • Test Administration Protocol • Ethical Testing Practices • Tasks you still need to complete prior to Test administration

  3. Test Storage • You will receive a list of students who will be in your testing group • Daily, come to the office storage room and pick up your test books. When you sign out the test books, you are attesting that all of the testing materials for your group are present • When you return your tests, they will be counted by an administrator who will sign them into storage and attest that they are all there.

  4. The role of test examiners  Studying the Examiner’s Manuals (paying specific attention to the icons representing reading comprehension and calculator usage);   Reviewing the Code of Ethical Practices and Procedures (Chapter 10); and   Reading all applicable portions of the current Indiana Assessment Program Manual.

  5. Further Requirements • After you review this PowerPoint, you must complete the quiz on my weeblyso that we can show that you were trained. • Please review the full Testing Security Procedures document in full here • A 16-minute Webex is available here as a refresher. I recommend you taking the time to re-watch it. • Test Preparation, Administration, and Reporting document available here • Code of Ethical Practices and Procedures here

  6. Test Administration, Part I • All test administrators will have a list that has number of students and the names of those students, along with the serial number rage for their group. • You are responsible for confirming that you have your groups testing materials when you sign them out. The person signing the materials in is responsible for counting and confirming that all the materials for that group are present • After the last day of the test, you must return your group materials in ALPHABETICAL ORDER

  7. Key References / Resources • Documents Pursuant to State Board of Education Administrative Rule, 511 IAC 5-5 • Code of Ethical Practices and Procedures • Indiana Testing Security and Integrity Agreement • Protocol for Reporting and Investigating Alleged Breaches or Irregularities • Indiana Assessment Program Manual • Applicable chapters and appendices • In particular, Chapter 10 (Test Preparation, Administration, and Reporting) References and resources are available via the web at www.doe.in.gov/assessment.

  8. Your Responsibility: Know and Understand • Read the Code of Ethical Practices and Procedures (the Code) • Read applicable portions of the Indiana Assessment Program Manual, including Chapter 10 • Read our Test Security Policy • Read Test Examiner Manual • Sign the Indiana Testing Security and Integrity Agreement (most already did this)

  9. Testing Security Details: Part 1 • Roles/Responsibilities • Test Examiners/Proctors • Responsible for test administration at the classroom- and student-level • School Support Staff • Responsible for handling secure test materials when asked to assist (e.g., helping to pack boxes, transporting test materials within the school or corporation)

  10. Testing Security Details: Part 2 • Secure storage, administration, and return of test materials • School Test Coordinators (Mrs. Albin) MUST: • Control secure storage, distribution, administration, and collection of tests (i.e., inventory and track materials) Create and maintainasign-in/sign-out system • Ensure that no tests are copied • Ensure that used and unused test materials are returned • Ensure that ALLtest materials are secure, including paper/pencil and online materials (e.g., test tickets, access codes).

  11. Testing Security Details: Part 3 • It is a violation of test security to: • Give students access to test questions in advance • Coach students in any way during the test • Copy, reproduce, or use in any manner any portion of a secure test document for any reason • Alter answer documents after testing (except to erase stray marks or to darken bubbles on paper/pencil tests) • Score student responses on the assessment before returning documents for scoring

  12. Testing Security Details: Part 4 • If a concern arises regarding a test item…. • Refer to the item by grade level, content area, session number, and item number • NEVER make a copy or email the item (not even to the IDOE)!

  13. Before Testing: Part 1 • Prepare students by providing standards-based instruction and using ONLY former test items that have been approved and released by the IDOE • Know and understand acceptable teacher practices, e.g.: • Do– Practice appropriate test-taking strategies with students • Don’t– Develop and use elaborate review materials

  14. Before Testing, Part 1.5 Teachers need to be good consumers of practice items, making sure the items used truly align to standards and not making the items exclusively the curriculum. Examples of elaborate review materials include: • A large packet of review items that takes a significant time away from instruction • Review items that mirror actual test items • Drilling students on items from a review booklet that accompanies the textbook or • digital curriculum—teachers need to use best practice with these materials • Again, teachers need to be good consumers—check for alignment, etc. • Appropriate use of the items that align might include a daily warm-up activity

  15. Before Testing: Part 3 • Access to Examiner’s Manuals (EMs) • You will be given access to the Examiner’s Manuals. They will be given to your team leader. • We have ordered more Examiner’s Manual but do not currently have enough for every teacher. • Every teacher MUST read the Examiner’s Manual PRIOR to Administering the ISTEP and take the quiz. • Access to student test books/answer documents • NO advance access to actual tests

  16. Before Testing, Part 4 • Collect, turn off, and monitor cell phones and all other electronic equipment, including your cell phones, ipads, and laptops. • Ensure that all students understand the test directions. Students may ask questions and you may answer about

  17. During Testing: Part 1 • Examiners/Proctors must monitor test sessions • Ensure that all students: • Follow instructions and respond in the appropriate places in answer documents • Do not exchange answers and do not interfere with or distract others • Use only permitted materials and devices • Leaving the room, concentrating on other tasks, or ignoring what is happening during the test is not acceptable! • Cell phones and other personal electronic devices not directly used in the administration of the test are not permitted in the testing room. (students and adults)

  18. During Testing: Part 2 • Test sessions MUST be given in order with one exception: • If a student has been absent, the student begins or resumes testing with his/her class. • Missed test sessions are made up during a scheduled make-up session prior to the end of the testing window. • *When a student is not present for a test session, you must note their name and what sessions they missed on the form you will be given and return it with your test materials at the end of that day. * • Test examiners must follow accommodations as outlined in a student’s IEP, ILP, Section 504 Plan or Service Plan.

  19. During Testing: Part 3 • Review Chapter 10 of the Indiana Assessment Program Manual for more information, including particular situations, such as: • What to do if a student becomes ill during testing • Testing specific categories of students, including: • Foreign Exchange Students • Homebound Students • Suspended Students • Expelled Students

  20. During Testing: Part 4 • If an issue or interruption to testing occurs, the test examiner/proctor must notify Mrs. Albin. • Test materials must be taken to the filing room in the office and signed in immediatelyupon completion of testing each day. • Each teacher or aide must bring the testing materials. They CANNOT be transported by a student • On the final day of testing, remove any scrap paper and put it in the box in the office to be shredded and give your test materials back in Alphabetical order

  21. 6th Grade Science Update URGENT information regarding the Spring 2014 ISTEP+ Applied Skills SCIENCE assessments…. The number of minutes for ISTEP+ Applied Skills Science has been increased by 5 minutes over previous years, as indicated in the table below: Science Day Three (Grade 4 & 6) Instructions: 5 minutes Work time: 30 minutes ØIMPORTANT:  The testing times for Science in the TCM and the front of the Grade 4 and Grade However, the times located later in the Examiner’s Manuals are not correct, as they indicate 25 minutes of student work time. Please be sure Examiners, proctors, and school administrators are aware of the misprint and provide students with 30 minutes of work time during the ISTEP+ Applied Skills Science Assessment.
