  2. Historical background Ukraine opened new horizons in 1991, when independence was received. The preliminary stage of development in the former Soviet Union has many achievements related to civil aviation, which Ukraine has begun to develop in the early 20th century. The first airline "Ukrvozduhput" was created in 1923 in Ukraine. The high performance of its work became the basis for the "Ukrvozduhput" and the Russian "Dobrpol`ot" merger.

  3. Historical background (cont.) Later in 30-s "Aeroflot" was created. A new era in civil aviation in Ukranian history began with the creation of the state aviation regulation body – “Ukraviatsiya” that coincided with the beginning of trade relations in civil aviation. A freedom of initiative was given in creation of new national airline with different property categories. Thanks to it Ukrainian aviation managed to avoid a complete collapse in conditions of sharp transportation decrease in the domestic market, limited by legal framework for international flights. In September 1992, Ukraine became a member of ICAO, and later in May 1993 adopted its own Code of Air and rapidly established “air bridges” with many countries.

  4. Historical background (cont.) European integration is a strategic priority for Ukraine, it has been already developed and adopted a national program of integration of Ukraine into the European Union (EU). The selected way involves many changes in all fields of activity, including civil aviation. In December 15, 1999 Ukraine was admitted to members of the European Civil Aviation Conference, gradual reform of the civil aviation management system takes place.

  5. Aviation authorities of Ukraine According to the Cabinet of Ministers of Ukraine dated November 2, 2006 № 1526 the State Aviation Administration operates. The State Aviation Administration (Ukrainian: Державна Авіаційна Адміністрація) is an agency of the Ukrainian government under the Ministry of Transport and Communications responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel.

The State Aviation Administration key responsibilities: • Implementation of the state policy in the area of Civil Aviation regulation: aircraft operations, ATM, aerial works & services, airports, financial, technical, investment and social policy • Safety oversight and aviation security • Registration and certification of Civil Aviation activities • Promotion of safe, efficient and cost effective air navigation services • Elaboration of National Civil Aviation regulations • International activities and representation of Ukrainian Civil Aviation in international organizations

Activities of the State Aviation Ukraine • Air traffic services The organization of air traffic is one of the most promising and leading components of the aviation industry in Ukraine.  The functions of public administration in the field of air traffic control assigned to the State Aviation Service are authorized to air traffic management, air navigation of flight, meteorological support of civil aviation. • Joint civil and military air traffic management system in Ukraine.  This system makes possible to solve the important problem of efficient use of airspace by various airspace users, promotes the development and implementation of common rules and procedures, which greatly simplify the use of airspace of Ukraine, provides a high-level of air safety.

  9. The main purpose of the system is to provide an appropriate level of safety and regulation of the use of air space of Ukraine, as well as air traffic services in a clear and coordinated cooperation of all departments. Combining civilian and military procedures provides significant advantage in planning and coordination of flights, and prevents violations of the procedure using Ukraine's airspace, simplifying the formal procedures for servicing foreign and domestic operators.

  10. State Aviation Service of Ukraine Working Principles • Heads of structural divisions of agencies, organizations and institutions related to the operation of aircraft, airlines and airports, regardless of ownership, provide and are responsible for compliance with this guidance, development, maintenance and performance measures that exclude damage to the airplane and even short-term finding them unattended officials: members of the crew, next to the parking lot, aircraft division of engineering and aviation  or paramilitary protection.

  11. Devolved bodies of civil aviation authorities and inspection, whose powers include the organization of management and control of safety, senior inspectors of safety of airports and airlines with  commitments to permanent control over the storage of aircraft on the ground , the movement of ANT in civil aviation, training and admission personnel services of the airport (airline) to work at the airport. • Strict compliance with the requirements of the Guidelines is mandatory for all officials connected with the operation and use of ANT in civil aviation

  12. IATA The International Air Transport Association (IATA) formalized a strategic partnership with the State Aviation Administration of Ukraine (SAA) with the signing of a Memorandum of Intention (MoI). The MoI was signed in Kiev by IATA Director General Giovanni Bisignani, and Ukraine Transport Deputy Minister and Chairman of the SAA Anatolii Kolisnyk. The MoI outlines seven specific areas of cooperation: safety, security, technology, airport infrastructure, air navigation, ground handling and training. IATA’s global standards and technical expertise can contribute significantly to the development of safe, efficient and environmentally responsible aviation in Ukraine. This MoI gives a strong framework to contributeto building an even more competitive Ukraine air transport sector, with the benefits being spread across the economy. IATA’s Simplifying the Business program aims to improve service levels and reduce costs as Ukraine’s airport and air traffic control rates are high and not cost based.

  13. ICAO The ICAO Aviation Security Training Centre was launched in October 15, 1996. It is certified by the State Aviation Administration of Ukraine and licensed by the Ministry of Education and Science of Ukraine. The main purpose of this Centre is to train and upgrade professional skills of inspectors on flight operation and airworthiness as well as to conduct courses on safety management systems implementation. The ICAO AVSEC training center passed recertification by the SAA of Ukraine and obtained the right to certify personnel in aviation security in Ukraine. The ICAO Training Institute had been established at the National Aviation University in 2003 to provide high level of educational and training activities in the fields of aviation security, flight safety and aircraft airworthiness in accordance with ICAO regulations and to forward the efforts of Training Centres to promoting aviation safety.

  14. EASA The State Aviation Administration of Ukraine closely cooperates with European Aviation Safety Agency (EASA) on state policy events concerning the adaptation of Ukraine to European air legislation. On December 9, 2009 EASA and SAA welcomed the signing of the Working Arrangements for cooperation. EASA and the State Aviation Administration are ready to further intensify cooperation among themselves and immediately begin to engage in the development of implementing procedures for certification of products, parts, instruments and organizations. Implementation procedures will comply with the principles and objectives of the Agreement on a Common Aviation Area to be concluded between the EU and its Member States and Ukraine.

  15. TRACECA The TRACECA Civil Aviation Safety and Security project is part of the Transport Corridor Europe-Caucasus-Asia programme, which fosters regional transport integration between partner countries. The project objective is to improve transport safety and security environments in the region in line with European civil aviation standards in the field of civil aviation. TRACECA Project closely cooperates with State Aviation Administration of Ukraine. The Project Closing Event was conducted in Brussels, Dec 20 - 21, 2011. SESAR Single European Sky ATM Research (SESAR) has recently signed a Memorandum of Understanding with the State Aviation Administration of Ukraine. The Memorandum underlines SESAR’s commitment to bringing together all ATM stakeholders in the aviation community. The involvement of all aviation stakeholders, both from within Europe and from non-European counties, is an important way of ensuring that SESAR’s projects are interoperable with other systems.

The Main Structural Subdivisions of the Organization Legal and Administration DepartmentStructure of the Department:- Legal Office- Documentation Office- Information Support Office- Personnel and Social maintenance OfficeLegal and Administration Department or the State Aviation Service of Ukraine is an independent department that is directly subject to the Head of the State Aviation Administration of Ukraine.The main objectives of the Department:1. Organization of legal work focused on proper use, the strict observance and prevention of non-compliance with legislative acts and other regulations by the State Aviation Service of Ukraine, its directors and employees during the performance of their tasks and duties;2. Performance of legal examination of regulatoryand legal acts and projects of these acts and their endorsement;3. Representation of interests of the State Aviation Service of Ukraine in the courts of law, administrative and commercial courts;4. Performance of administrative process of the State Aviation Service of Ukraine;5. Development of information systems and technology of civil aviation;6. Realization and performance of the main orientations of information and technology policy in civil aviation;7. Execution and issuing of documents of strict accountability to the judicial and physical persons to conduct aeronautical activity on the basis of registration, certification and licensing of subjects and objects of civil aviation;8. Control of the performance of national programs, plans and measures according to the prevention of corruption and criminal manifestations;9. Organization of the contractual work in the State Aviation Service of Ukraine;10. Realization of measures concerning the implementation and improvement of the quality control system.

Finance and Economy Department Structure of the Department: - Accounting and Financial Reporting Office - Budget Financing Office- Economic Policy Office- Office of Aviation Statistics, Forecasting and Economic AnalysisThe main objectives of the Department:1. Realization of single financial and economic policy in the field of civil aviation;2. Realization of the main orientations of financial and economic, tariff, insurance policy in the field of civil aviation and the development of proposals concerning the civil aviation activity;3. Cooperation with the international aviation organizations (ICAO, IATA, ECAC, Eurocontrol, etc.) concerning the financial and economic issues, statistical reporting, air tariff and insurance activity;4. Organization of keeping of state statistical accounting of economical indicators of civil aviation activity;5. Complete and accurate data formation concerning the performance of budget of the State Aviation Service of Ukraine;6. Drafting orders concerning the establishment of airport charges and rates charges for air navigation services;7. Realization of control concerning the mandatory aviation insurance.

  18. Functions of the Finance and Economy Department: • Takes part in the development and realization of target programs, forecasting conceptions in the field of civil aviation and other national programs of economic and financial policy; • Develops regulatory and legal acts on the financial and economic regulation, insurance, remuneration of labor, and conducting the control of their implementation; • Conducts the economic analysis of the activity of the aviation sphere of Ukraine on the basis of statistical data; • Conducts the control concerning the mandatory aviation insurance; • Conducts the control concerning the movement of property, the use of inventories and funds; • Conducts the control of cash transactions performance; • Prepares draft orders for rewarding with a premium and bonuses to employees of the State Aviation Service of Ukraine; • Conducts other work in accordance with the main objectives of the Department.

  19. Aviation Safety Department Structure of the Department:- Office of Supervision of Security Status of Aviation Operators- Office of Supervision of Airport Aviation Security Status and Subjects of Commercial Service- Office of Supervision of Aviation Security Status while the management of air traffic and personnel training.Aviation Safety Department is a subdivision of the State Aviation Service of Ukraine. The main objectives of the Department: • Realization of single state policy and civil aviation safety from the illegal interference in the field of aviation security; • Realization of state supervision for the observance of requirements of regulatory and legal acts by the subjects of aviation activity in the field of aviation security; • Organization of drafting the regulatory and legal acts in the field of aviation security; • Certification of aviation security services and subjects of aviation activity; • Participation in the coordination and international cooperation, information exchange on issues of aviation security support.

  20. The main functions of the Department: • Provides the realization of the state policy in the field of aviation security; • Checks the level of personnel training; • Conducts the supervision for the observance of certification requirements by the subjects of aviation activity; • Conducts the control for the observance of personnel training program; • Conducts the control for the observance of control regulations for the safety of civil aviation; • Conducts the control for the observance of rules of transportation of dangerous materials and goods by the aircraft; • Provides control for the aviation security; • Conducts the analysis of the subjects status of aviation security; • Participates in the coordination and international cooperation, information exchange on issues of aviation security support; • Participates in the investigation of the aviation events and incidents with the civil airborne vehicles that happened on the territory of Ukraine.

  21. Implementation of the state policy in civil aviation sphere and airspace use; • 2. Realization of the state control and civil aviation security supervision; • 3. Certification and registration of objects and subjects of civil aviation; • 4. Organization, implementation of requirements and standards for training, retraining, refresher training, aircrew certification and issuance of certificates; • 5. Development of measures to prevent aviation accidents related to shortcomings in aircrew training; • 6. Participation in national and international conferences and seminars regarding civil aviation; • 7. Prevention of leakage of classified information.

Department of Air transport and Airports Structure of the Department: - Airdromes and airports management - Aerodromes certification office - Airport activity subjects certification office - Office of airports development and environmental safety - Management of air transportations and licensing - Office of flight coordination - Central air traffic control service - Search and rescue and fire-protection office - Coordination center of search and rescue - Office of air traffic organization and control - Office of Licensing and Certification of subjects and control of transportation ofdangerous goods The main objectives of the Department :1. Makes suggestions concerning formation of state policy in civil aviation of Ukraine on issues:- air traffic organization and control- foreign economical and international law activity of civil aviation- certification of subjects and objects of aviation- licensing of economical activities - search and rescue and fire protection facilities- airport security- environmental safety of airports2. Realisation of the state policy and development strategy of aviation of Ukraine, provision of the state regulation in sphere of flight safety and environmental security of airports;3. Realisation of the state policy and development strategy of aviation of Ukraine, provision of the state regulation in sphere of creating conditions for development of aviation, air transportation and their maintanence;4. Controls the execution of the air transportation regulations of passengers, baggage, cargo, mail and their compliance to the guidelines established by international treaties and the aviation regulations of Ukraine;5. Realisation and control of air traffic organization and accomplishment;6. Makes suggestions concerning aviation policy in sphere of international air traffic.

  25. Sectors Sector of accounting and issuing of documents of strict accountability The main objectives of the sector are execution, issue, accounting, storage and destruction of blanks of documents of strict accountability used in the State Aviation Administration of Ukraine; registration and issue of service certificate of the State Aviation Administration of Ukraine; prevention of leakage of the classified information. Special Sector The main objectives of the sector are taking measures for mobilization training and mobilization and control of their implementation in the field of civil aviation. Civil defense sectorThe main objectives of the sector are taking measures to protect workers and staff in case of emergency, training civil aviation enterprises how to act in case of a threat or emergency situations and how to liquidate the aftermaths.Sector of aviation medicine The main objectives of the sector: 1. Development and implementation of measures to improve the organization of medical health control of aviation personnel; 2. Aircrew medical certification; 3. Identification of medical certificates issued by other countries; 4. Keeping archives of accounts on medical certification and electronic register of medical certificates; 5. Development of measures aimed at preventing aviation accidents related to the health of aviation personnel; 6. Participation in inspections of airlines and medical offices; 7. Participation in investigation of aviation accidents of aircrafts of Ukraine.

  26. THE TASKS OF THE STATE AVIATION ADMINISTRATION OF UKRAINE The State Aviation Administration of Ukraine is the central executive body, and the performance of its tasks and responsibilities are coordinated and controlled by the Cabinet of Ministers of Ukraine, by the Minister of Infrastructure in Ukraine. It is responsible for implementing policies on civil aviation to assure safe, economic and efficient air travel. Mission: Provision of users of Ukrainian ATS airspace with safe and cost-effective Air Navigation Services. The State Aviation Administration of Ukraine increases the level of organization of the flights on aircrafts, that are not equipped with the on-board security systems.

  27. Key Responsibilities: • Implementation of the state policy in the area of Civil Aviation regulation: aircraft operations, ATM, aerial works & services, airports, financial, technical, investment and social policy • Safety oversight and aviation security • Registration and certification of Civil Aviation activities • Promotion of safe, efficient and cost-effective air navigation services • Elaboration of National Civil Aviation regulations • International activities and representation of Ukrainian Civil Aviation in international organizations

  28. The main tasks of the State Aviation Administration of Ukraine are: • making the proposals on public policy in civil aviation and airspace use; • state control and supervision of civil aviation security; • certification and registration of objects and subjects of civil aviation and licensing of their activities; • investigation of incidents involving the civilian aircrafts that took place in Ukraine, and the investigation of incidents involving ukrainian civilian aircraft that have happenned in other states; • control of the airspace use and air traffic management; • organization of the air transportation; • the promotion of foreign proceedings and international law activity in civil aviation.

  29. The State Aviation Administration of Ukraine is responsible for: • ATM: Air Traffic Services, Airspace Management and Air Traffic Flow Management in the airspace of Ukraine; • Radio-technical and electrical provision of ATS and flight operation; • Provision of activity and development of the Joint Civil-Military ATM System Units; • Alerting Services and participation in Search and Rescue operations; • Provision of airspace users with Aeronautical Information; • Modernization and development of the Air Navigation System of Ukraine; • Provision of social development and security of its personnel.

  30. The State Aviation Administration of Ukraine is obliged to: • control the condition and quality of operated aircraft, it's airworthiness, flight data registration of aircraft, airport equipment, ground facilities, air routes, local airlines, adequacy of aeronautical information for flight Operators of airports that are not included in the Collections of aeronautical information of other countries as international; • perform certification and qualification validity of the command and management, command and flight, and instructor pilots; • develop and implement aircraft rules for regulation of airworthiness of civil aircraft.

  31. In accordance with it's tasks the State Aviation Administration of Ukraine has to summarize the practice of the legislation on matters within it's competence, and has to develop the proposals for the improvement of Ukrainian laws, acts of the President of Ukraine, Cabinet of Ministers of Ukraine, legal acts of ministries and submit them to the Minister of Infrastructure for approval to overlook it in the Cabinet of Ministers of Ukraine. The State Aviation Administration in the process of performing its key responsibilities and tasks interact with other executive agencies, consultative, advisory and other subsidiary bodies and services formed by the President of Ukraine, local authorities, relevant authorities of foreign states and international organizations.
