On February 8, 2005, LTG Robert Dail outlined the current challenges faced by the Department of Defense (DoD) in transportation and logistics. The existing system lacks an enterprise-wide perspective on shipping requirements and demonstrates limited collaborative visibility. Each activity operates in silos, resulting in inefficiencies. The objective is to improve reliability, predictability, and efficiency in the movement of materiel, leveraging both military and private sector capabilities. Active collaboration with industry partners is essential for identifying continuous improvement initiatives and achieving necessary efficiencies to support the needs of future warfighters.

Present Situation Vietnam Era Process: • No enterprise wide view of daily and future DoD shipping requirements • Limited collaborative visibility to coordinate movement outside of a single shipper’s domain • Each activity independently selects mode, level of service, degree of shipment consolidation, and transportation provider • Limited exploitation of “best practices” such as greater economy of scale, route designs, cross docking, pooling, etc Today’s distribution system is not be adequate to meet the needs of tomorrow’s warfighters 3 Feb 05, 1730L
