National Education Organization • FEDERAL SYSTEM – responsible mainly for Higher Education • STATE SYSTEM – responsible mainly for secondary school (15 to 17 years), but also involved in higher education and elementary education • MUNICIPAL SYSTEM – responsible mainly for preschool (0 to 5 years) and for elementary school (6 to 14 years) Ten-Year National Education Plan 2011-2020: set goals and strategies; under discussion in National Congress

  5. Education Development Plan - PDE The PDE is a set of 40 strategic actions of the Ministry of Education, aiming to improve the quality of education, reduce inequalities and recognition of capabilities.

  6. PDE – Target Plan Education for All Commitment Establishes 28 guidelines for improving basic education; Sets indicators (IDEB) and performance targets for each public system of schools and for each public school; Formal pact among Union, states and municipalities around the guidelines and targets – 26 states, a Federal District and 5564 municipalities; Engaging civil society and multilateral agencies on educational policies (UNICEF Seal is an example of this mobilization!).

  7. PDE – Articulated Action Plan (PAR) • A new way of relationship between the Union and states and municipalities. • After joining the Target Plan, municipalities and states must: • a) Conduct comprehensive diagnosis of the local school situation, using PAR methodology; • b) Prepare its Articulated Action Plan (PAR), considering programs and actions of local initiative and of the Union. • The Ministry of Education implements the programs according to the demand of states and municipalities planning, with priority to municipalities with low levels of performance (IDEB).

  8. PDE – Main Actions (universal programs) • Fund for the Development of Basic Education (FUNDEB) • Teacher appreciation: National minimum wage and initial and continuing professional training • Educational Census: schools, classrooms, teachers and students • Student Support Programs (PNLD, PNLEM, PNBE, PNAE, PNATE, PDDE,...) • Institutional Evaluation: IDEB, Saeb, Brazil Evaluation, and Brazil Evaluation for children under the age of eight.

PDE - Main Actions – (Priority given according to PAR and IDEB Index) • School Development Plan (PDE-School) • School of Management: directors and educational coordinators • Full-time school – “More Education” • PROINFO / Broadband in School/ One Computer per Student • Multifunction rooms resources (inclusion of people with disabilities) • Training for Municipal councillors and school councillors • Programme for the early childhood
