  2. Background • Beijing TVET is at a critical stage of reform and development as the economy development and structure re-adjusting. Beijing Region GDP Developed by 2006-2010 (Beijing Bureau of Statistics 2011.2)

Background • Beijing local government sees more and more significant contribution of TVET to the economy. • Since Beijing TVET Working Conference of 2006, the municipal Party committee and municipal government have attached great importance to TVET, and set forth a series of supporting policies based on the reality of Beijing TVET to enhance its infrastructure, continue the educational reform, and give financial support to TVET students.

  5. Background • However,most TVET teachers were directly transferred from general schools, with neither relevant teaching methodology nor experience with companies. The incompetent teachers have become the bottleneck of Beijing TVET development. e.g. By 2004-2006,among the new enrolled TVET teachers of Beijing , 30 to 32% is newly graduated students from college; 31 to 32%is transferred from other TVET institutions; 13~14% is from other sectors,and 25% is uncleared. • To address this problem, in March of 2006, Beijing Municipal Government in the Decision on Developing TVET introduced the “Competence Development Program for Beijing TVET Teachers”, and listed it as one of the major tasks and key programs of the reform and development of Beijing TVET during the “11th Five-Year Plan” period.

Goals and Targets of CDP • to create a sound system for training TVET teachers; to develop themselves and realize their potential, throughimproving the system and mechanism of TVET teacher training • setting up about 10 training centers for teachers • drawing the strength from both schools and companies • selecting 1200 young and promising teachers to form 50 teams of innovation, for the promotion of competitive and innovative spirit • sending 500 teachers abroad for training

Contents of CDP CDP includes following 3 kinds of plans (total in 9 plans): 3 selecting plans • Plan of selecting training Base for teachers: 10 training bases will be established by 2010 • Plan of selecting professional teams:50 professional teams will be selected by 2010 • Plan of selecting young excellent teachers: 1200 excellent teachers will be selected by 2010

  10. 6 Characteristics of CDP • A ccomprehensive design of training system • A Unique Mode for Organization and Cooperation • Highlighting the Distinctive Features of TVET • Advocating for the involvement of Scientific Research • Inviting Companies to Participate in the Competence Evaluation of Teachers • Enhancing International Cooperation( such as, ERC/TP/ERS)

  11. The main features of CDP next 5-year plan 1. Teacher Training-Open University Mode • to establish "school credit bank system" for teacher training • to test other RVA(Recognition, Validation and Accreditation) solutions to realize the transferring of learning results 2. Design Teacher Training Concept on the basis of TVET teacher "action -field" • to take "TVET teacher" as an 'occupation' to analyze the typical 6 action fileds of TVET teacher: instructing/schooling/evaluating/managing/consulting/improving • to transfer the 6 action fields to training fileds and training modules

  12. Some specific working points of next 5-year • to perfect the training system • to extent the training targets (such as,to start Initial Teacher Training project/Head Teacher Training project/ Moral Education Teacher Training project,etc.) • to strengthen teachers practising in companies and connections with industries • to strengthen project management (such as,to strengthen evaluation and feedback system) • to continue sscientific research support
