  2. Introduction Why Revise the APD Process? FNS (National and Regional Offices) speaks with one consistent voice Reduce the time required to plan your project Improve the outputs of the planning process Remove roadblocks and allow State agencies to move forward with implementation

  4. Planning Procurement Activity Procurement Documents FNS must review: • Request for Proposal for Planning Support Resulting Contract

  5. The Feasibility Study and Cost Analysis State agencies may choose a technology or adopt a technology neutral approach. The alternatives analysis is optional only. If a State agency is considering an exemption from the 2020 EBT mandate, a cost analysis will be needed. Otherwise, it is optional.
