How it works. . . • Eligibility. . . • Kansas Resident • Have existing home phone service • Have a disability that limits or interferes with the use of a standard telephone. • Have an annual household income below $55,000. ($3,000 may be added for each dependent) • TAP is funded by the Kansas Universal Service Fund (KUSF) • Governed by the Kansas Corporation Commission (KCC) • Provides specialized equipment to provide access to basic home telephone services.
