  3. RESEARCH REVIEW TEAM • Ad Hoc Working Group of SAB • Five members • Disbands after the review • Diverse range of expertise and perspectives

  4. PURPOSE OF REVIEW • Responding to 2004 Appropriations Reports: • Senate: costs and benefits of OAR break-up • House: review need for 12 separate labs • Review organization and management practices • Respond to external comments

  5. TEAM MEMBERS • Dr. Berrien Moore III (UNH), Chair • Dr. Richard D. Rosen (OAR AA - NOAA) • Dr. Richard W. Spinrad (NOS AA - NOAA) • Dr. Warren Washington (NCAR) • RADM Richard West (CORE)

  6. CHARGE TO REVIEW TEAM • Enables product and service development? • Links with other Line Offices? • Compares to other research organizations? • Options?

  7. TIMELINE • Mid-December 2003: Draft report from Team to NOAA for technical review • January 6, 2004: SAB meeting to discuss draft report • March 15, 2004: Administration Report to Congress
