  7. ¿Cuáles PDPs? • Automatic externalities are too good to be true • Forget about "price interventions" to reallocate resources towards certain activities/sectors • Interventions should address particular problems in existing cluster • Goal is not to create clusters, but to use them to identify effective interventions • Instead of taxes and subsidies, think of programs and grants • IADB's ProSoft in Costa Rica • Erradication of FMD in Uruguay to export beef to the U.S. • $1m to strengthen the food research department and lab in the public university according to agreement with the private sector organization • Promotion of exports, FDI, training and higher education, R&D and innovation, should be part of these agendas
