  2. Issues • The current process and state of Internet policy formation in Vietnam • Which areas of activity are considered important for policy formation, and which are not, and why Case Study- Vietnam

  3. Some background • SEA country, Population more than 80 millions • 15 ISPs, of which 7 are "working". VNPT state own company accounts for more than 90% market share- both Telecommunication and the Internet • International bandwidth capacity 2332 Mbps • 2.8 million subsribers, 7.2 million Internet users (9,1%) Case Study- Vietnam

Current status • Efforts done with regards to law /policy formulation. • A few names involved: MPT, MoST, National Assembly Committee, Governement Office- strong governement "portion" • On going: e-transaction law drafted by national assembly- to be approved by end of 2005- • ICT Law- by MPT- to be approved by end of 2006 • Internet policies: started 2001, amended 2003-04; • latest Interministerial circular issued 15/7/05- Internet management at cafes- submit ID- to avoid "bad" affairs through Internet Case Study- Vietnam

GIPI VN -global Internet Policy Initatives • Since 2003, IoIT, Internews EU, Oxford Comparative law program • More stakeholders involved in processes, including enterprises and civil society groups • Rountables on ICT strategy, Laws, ICT policy review, domain names, media involved- training journalists on Internet Policy) • Technical sources for Vietnam Internet policy/community Case Study- Vietnam

Issues as important • Need good environment for new ISPs to enter and function well in the telecommunication market. • An independent regulatory body? • Inter- connectivity, connectivity - fair treatment-clear procedures • Local content development • Internet Law/regualtions- not subject to Press or Publishing Law Case Study- Vietnam

  8. What need to do • Governance: law/policy formulation and enforcement • Capacity of law/policy makers • Capacity of law/policy enforcers • Awareness of users (enterprises, public) • Independent regulatory body • Ensure fair policy on connectivity Case Study- Vietnam

  9. What is in good status • infrastructure, prices • willingness of top government to promote ICT for socio-economic development • adaptability and flexibility of users • pressure to fufil committement: WTO, ASEAN, Case Study- Vietnam
